MEN'S PORTLAND, Ore. (AP) Needing nine pins on his final shot to win, top-seeded Bill Spigner of Chicago came through with a title-clinching strike to defeat Mark Williams, 237-235, Saturday in the $95,000 City of Roses Open Bowling Tournament. Spigner collected $12,000 for his third career Professional Bowlers Association title after six years on the tour. Spigner, 31, went into the tournament at Timber Lanes with $11,000 in winnings this year, finishing no higher than ninth in any 1981 tournament. Williams, a second-year pro from Beaumont, Texas, collected $7,000 for second, his highest finish on the tour.

Caujolle said he hurt his ankle after three games Saturday and should have quit, but continued because No.4-seed Gene Mayer pulled out of a match with a wrist injury. "I felt I had to go on playing because the crowd had already had one disappointment," Caujolle said. Mayer's withdrawal gave Victor Pecci of Paraguay a spot in the last 16. He was leading 6-4, 2-1 when Mayer gave up.

The American led 4-2 in the first set before his wrist, injured during a fall in an exhibition game six weeks ago in Rome, began to give him trouble. Another American who failed to finish his match was Ben Testerman, a flu victim. Balasz Taroczy of Hungary, the 15th seed, led 6-1, 5-2 and moved on by default.
