Grant Is the new foreman of the Alton tool room, the recent res-ignatlon of W. E. Goodwin to take up garage work creating a vacancy. The appointment of Mr. Goodwin's successor waa announced yesterday.

Commissioner E.

R. Morgan called attention to the fact that the smoke nulsanco Is one of moment and that he believes that some drastic measures should be adopted to abate this nuisance and compel those who have heretofore disregarded warnigs that have been issued by Commissioner Erlckson of tho department of public health and safety. Commissioner Erlckson stated that he has on numerous occasions called the attention to a number of concerns to the provisions of the city ordinance governing the smoke nuisance and that some of those who have been warned show a disposition to let the warning go unheeded. Others state that they have put on smoke consumers, but In some Instances these have not proven satisfactory. The matter was dlscust at considerable length, with the result that the council are of one opinion In that those who continue to violate the ordl-nnnce shall be arrested for the offense.

Commissioner Erlckson stated nmone other thlncs that the smoke nuisance comes under the duties of his department and that he expects to see to It that the ordinances are enforced in this regard.
