Britain and Ireland, and probably Denmark and Nor- way, will become members in less than six wnonths. Final word is expected soon on treaties to bring into this free trading area six more countries: Sweden, Switzerland, Austria, Finland, Portugal and Iceland. They would not be full members, but important par ticipants in the. greatest com-, mercial bloc the world has ever seen.

The special trade advantages that members get from me another will be a formidable challenge to the countries outside, notably the United States and Japan. Some day the cooperation may be extended from trade matters to world policy in general. For the moment economic relations among the leading members are in disarray. Pierre Messmer, the new French premier, has a strpng nationalist record that could lead him to accentuate serious French differences with, other, members. The differences are already, threatening a summit conference scheduled for October to lay down directions for the new community.

The idea of. a political secretariat to help unify foreign policy has been dropped, at least for the time being. The French wanted the secretariat in Paris; nearly all the others favored Brussels. In this the Common Markets ex ecutive commission has been striving 12 years to push the areas interests as a whole over the special national interest of each member. A meeting of foreign ministers next week will decide whether the summit meeting can be held at all, or whether it will have to be indefinitely postponed.
