We Lad hoped that the claims of Allegany county would be recognized in the Conrention, aod.that her lister counties would have con- fered the honor of a nomination upon ono of her, sons. 'In this we hare been disappointed, bnt it is a tdurco of congratulation that the Convention has given us a bearer so well worthy of popular support. Col. MauUby is well and favorably known to our people, and served with distinction in tbe late war for the preservation of the Union. lie is opposed to centralization, in favor of upholding the rights of the States, and'preserving Constitutional liberty, nnd recognizes the unity of tbe nation, in opposition to the idea of disintegration taught by the 'Radicals, as the accomplished result of the late war.

He comes before tbe people in this, campaign as the uncompromising defender ot President Johnson's policy, Which embraces these great issues, and as inch is entitled to our confidence and support. His election will strengthen the and give accent to the great popular voice of our people, in favor of harmony, reconciliation and concord, the only founda. tion of national strength and guaranty of notional perpetuity. Nominations next being in order, Geo. W. Pole, placed iu nomination A. K.

Sjcster, ot Washington county. Col. Alfred Spates presented the name of William Walsh, of Allegany county, and John Smith, nominated Col. William P. Maulsby, of Frederick county.

A recess of half an hour, until 12 o'clock was then taken for conference. On reassembling an informal ballot was taken, in which Allegany gave Walsh votes, Washington 0 votes to Sycster, Frederick 7 votes to Maulsby, Carroll votes to MauUby. Judge Hammill then mndc an able and earnest appeal in behalf of Mr. Walsh, for whose support so large a delegation had come all the way from Allegany. He was followed by F.

J. Nelson, in a fine tribute to nil the candidates, but sustaining Col. Maulsby, as the candidate presented for Fredcrisjc by Carroll County. Gen. Sullivan and Mr.

Chamberlain pf Allegany also further ably pressed the claims of their favorite, Mr. Walsh. A regular ballot was then taken resulting same as above--for Walsh 0 votes, for Syester 6 votes, for Maulsby 13 votes. Col. Wm.

P. Maulsby having received a majority of the voles was declared tho nominee of the Convention. It was then resolved that tbe Chairman be authorized lo inform the nominee of his selection, and adk his acceptance. After resolving that the proceedings he published in the Conservative papers of tho District, tbe Convention ndjourued. i Dtny it as persistently ai they may, tbe Black Republican idea level all distinctions between the white man and the negro.

Their platform of principles is embraced in tho Coustiiutiou.il amendment adopted at the late session of Congress aad mbmitted to the States for rnliDcation. Among other things contained ia this amendment is the following: AuTlCLt--Section 1. All persont Lorn or naturalized iu the Untied States, aud subject to the jurisdiction thereof, nre citizens of the United Statci and of the Stale izherein, they retiile. No State bhall make or enforce any lair which shall abridge tbe privileges or immunities of citizens of the United States. Nor shall auy State deprive any person of life, liberty or property without due process of law, nor deny to any perton within its jurisdiction tho equal protection of the laws." A little examination of this section must convince every man of the truth of the assertion that tlie Radicals intend, if successful, to dcgradtf the white man by conferring upon tlie negro an cijuility of social and political rights.

It has already been ratified by some of tho Legislatures of tbe Northern States The next Legi-lature of our own State will be called upon to act upon this Amendment. If a majority of RadicaU thall be returned to thit Legislature, Maryland nill ratify the Amendment.

If three fourths of all the States ratify it, it will be a part of the fundamental law of the laud and NEGHO SUFFRAGE and NEGRO EQUALITY will be fixed and unalterable facts. This is the truth, the whole truth, and nothing but the truth. Let every thinking man poudcr well tho isiuc." Let not the Northern mechanic and artizau who is now endeavoring to improve but own position by shortening his hours of labor, aud by other regulations, suppose that he i not to be interfered with by the negro. To-day is the last day upon which you can bo registered, and wo urge upon our fellow-citizens who have the necessary qualifications the 'importance of availing themselves of this last chance. We find too many who arc indifferent, who plead business, and say everything will be right without them, tc. This is unjust and unfair to those who hnvo forward to redeem tbo country from misrule, nnd may be fraught with tbo most mischievous consequences. The obligation to discharge his duty to.tho- State bears equally upon every citizen, and it is both foolish and criminal blindly "to trust to luck" nnd run tbo risk of permitting a contemptible, bnt active and energctio faction, to perpetuate its ill-gainc'd power. Wo can tell our Conservative friends tjiat tie Radicals will put' forth this fall every effort and employ all the devices of unscrupulous desperadoes, and as they are vastly in the minority, they can only succeed by vigorous and concerted action.

The President of tho United Stales and party, in returning from their tour to the West, spent Friday night last at Ilarriiburg, and left that city nt an early hour on Saturday morning for Baltimore, en route to Wash ington taincd where a stop of an hour was made, during which time a welcome address was delivered by Judge Fisher on behalf of the authorities and people, to which the President briefly but feelingly responded. The reception was very enthusiastic. General Grant, Admiral F.irra-rut, Secretary Welles. as well as the President, were loudly cheered by the immense crowd surrounding the Washington House, wheru the ceremonies took place. At Frcclind's station, near the MarUnud line, the distinguished guests were met hv the representatives of our good old State, Col.

Edward II. Webster, collector of the port of Baltimore, nnd several members of Gov. escorted to Baltimore. The progress of the party through Baltimore county was a fitting ovation. vill.ige and hamlet along the line of the road poured out its people, and as the train moved on the loud huzzas of the men nud the nniing of Dags and handkerchiefs by the Indies abundantly showed that the chief magistrate of the United States was not without honor iu the old commonwealth of Marjland.

The enthusiasm at Washington the return of the President was unprecedented. A including the military, was in line in the neighborhood of the depot shortly after four o'clock, prepared to receive him, and around the depot and along Indiana avenue to the City Hall, where the reception was to take place, there were large crowds anxiously awaiting the coming of the train. Shortly before five o'clock Secretaries Stanton, Drowning, McCulloh, Randall, Judge Otto, Generals Caiiby, Emory, Smith, nnd Gen. Thomas, of the quartermasters' department, who were waiting at the depot, received a dispatch to the clicct that tho President would not leave Baltimore until five o'clock, and consequently would not arrive here until near seven. Notwithstanding thii announcement the held together and absolutely grew larger, and by their patience in waiting sufficiently testified their devotion to the President and loyalty to his cause.
