SPMNGtlfcU* (UPI) - A R«poWican-backed bill creating a 17-mwrtber itate board of education appointed by the governor has pawed the Illinois Mouse and gone to the Senate. Many Democrats argued Tuesday the bill strips the voters of any meaningful say fat the way schools are run. Gene Hoffman, R- Ebnhurst, persuaded 102 other House members to vote tot his bill, saying the people would keep an indirect measure of control over the appointees since they would have to be confirmed by the state Senate. The 1970 state constitution directs the assembly to form a state board of education to oversee and set school policy from kindergarten through high school. But it says nothing about the way the board should be picked. Under Hoffman's bill, the governor would choose eight board members from the First Judicial District (Cook County) and two from each of the four other judicial districts. The 17th board member would be elected at large and the chairman would be picked by the board. No more than iiine members could belong to the same political party. The members would be paid their expenses and 400 each day they're on the Job. A committee to work with the board of higher education when responsibilities overlap would be established. Stilt at the third reading or passage stage in the House is a Democratic bill calling for a 13-member board - 12 elected and one picked by the governor. Now You Know •..
