Wed Oct 26 1 977 The Modesto Bee DST end signals early darkness approach will be emphasized this weekend when daylight saving time ends with sun setting at 5:08 pm Standard time Darkness then will fall earlier each day until Dec 11 when the sun will set at 4:45 pm After that date the daylight will begin to linger a few minutes longer each afternoon Since 1967 the national Uniform Time Act has set daylight saving time from the last Sunday in April until 2 a on the last Sunday in October On Saturday night clocks should be set back one hour following the memory-adage "spring ahead fall behind" Supervisors see opposition to business licensing Fop StnnicloilC Alintir i a a a nf L) 1 Ii'in Ann rvA a a a a am aP a aP A I A A At a Al4tAnnl i' L- i The Stanislaus County Board of Supervisors is moving ahead with plans to require licensing of businesses in the unincorporated area A public hearing on the proposal made by Supervisor Gary Condit last spring has been set for 7:40 pm Nov 15 in the board chambers on the second floor of the county administration building 12th and Streets Modesto The supervisors Tuesday looked over a rough draft of a business licensing ordinance submitted by County Counsel Gilbert Boyne and found nothing to criticize But Boyne warned them there likely will be opposition from merchants who have opposed any move toward licensing in the past Businessmen as a matter of principle want any more governmental Boyne explained after the meeting Condit has said licensing is needed not for county revenue purposes which would be illegal under state law but because the county needs a system to help prevent unauthorized businesses from springing up in areas zoned against business use Too often he said the county finds uses in violation of zoning laws If licenses were required the businesses could be alerted to zoning requirements as soon as they applied and future problems could be avoided he explained Licenses would be issued for three years at a cost of $20 both for new businesses and those already established In a separate report on zoning enforcement Planning Director Robert Davis told the supervisors he feels at least one additional staff member is needed The county has only one zoning inspector the same level of staffing it has had since 1955 when only a small portion of the county was actually substantial Zoning matters are handled mostly on a complaint basis with little enforcement possible said Davis But the supervisors made it clear they are in no rush to add more personnel When Davis reported the one zoning inspector handles 60 to 75 complaints per month board members said they want to know more about the nature of the calls and how much work is involved Davis is to report back with that information before the supervisors make any decision on additional staffing A Brown backs Sham for governor Harry Sham for governor?
