districts were being denied educational opportunities comparable to those offered students in wealthier districts The Star channel not only will fill some of that need it will free KET's regular channel for more public programming at a reasonable cost Press said "It would hare cost $30 million to replicate our present system" he said But "we can do it with satellite technology for one-tenth the cos Using a $3 million appropriation from the legislature and a $650000 federal grant KET bought the equipment and produced the math program In the future it will have to wony only about production costs But for now KET is anxious to see how its first foray into interactive instruction works "We know there will be bugs but we're very confident about the concept and the equipment" Welch said 24 high schools in Kentucky will get TV courses In addition to receiving the Kentucky Educational Television probability and statistics course four state high schools will receive a Japanese course from Nebraska through the Satellite Educational Resources Consortium The schools are Hart Count)' Grant County Silver Grove and Woixlford County Twenty other Kentucky high schools will receive the KET course only They are: Adair County Berea Community Boyd County Cumberland County Elliott County Frankfort West Hardin Hickman County Jackson Shawnee in Jefferson County Cordia in Knott County Letcher County Lincoln County Paintsville Buck-horn in Perry County Powell County Raceland Russell Washington County and Wolfe County Kentucky developed "This might sound sappy but because our need was greater we had to do it better" IYess said "We have the largest network in the country and we are the only state that is putting a satellite dish on every school campus "That the need not playing We're not experimenting This is fir reaL" It will take a couple of years for each of Kentucky's 1300 public schools to be equipped with a satellite receiver Press said Eventually the Star system will be capable of providing four channels so KET can offer other needed programs such as physics and advanced foreign languages That will give many Kentucky students an educational opportunity they would not have gotten otherwise IYess said Each of the 24 "pilot" schools receiving the probability and statistics course has at least one student who is qualified to take the course but no one to teach it In most cases the school cant afford the advanced program or cant find a teacher Welch said "This really goes to the basic difficulty Judge Ray Corns focused die said Last year Corns a
