MIT SYSTEM: This is the subject that is now receiving the attention of the Legislative Interim Committee at Montgomery The 1 Municipal League of Alabama is in favor of a general Jaw previdinc for the Merit System for all City employees of all Cities and towns In State of Alabama HIEKE IS NO SUCH PROVISION IN THE LAW AT THIS TIME If and when the legislature approves that Merit System for the employees of Cities and towns applicable to Cities like Dothart then Dr Bates with the cooperation and support of the other Commis sioners will certainly comply with the provisions of such Merit System Act That is all any candidate can do and no other candidate can do more than that It is a case again of where no Commissioner whomever he may be can either by himself or with the support of the other act before the Legislature of Alabama has acted rAT Sy8tem amon other thin3s provides that NO EMPLOYEE THE STATE CAN TAKE AN ACTIVE PART IN ANY CAMPAiGN INVOLVING STATE OICES IT IS ASSUMED THAT THE PROVISIONS OR A MERIT SYSTEM OR THE CITY EMPLOY EES WILT CONTAIN THE SAME PROVISIONS Whenever the Legislature of Alabama gives forth in the form of a Merit Sys tem for City employees Dr Bates as your Commissioner will comply with the provisions thereof nndenforce the same NEED THERE BE ANYTHING URTHER SAID ON THIS QUESTION WATER AND LIGHT RATES: Industrial uses: The old City Council of which Dr Bates was a member passed an ordinance for which Dr Bates voted establishing an industrial power rate for factories and Industries in and near Dothan WHICH IS CHEAPER THAN THE RATE THEN OR NOW BEING USEJJ BY THE ALABAMA POWER COMPANY That ordinance has never been repealed and it is still In force Thus the industrial users now enjoy a rate that is cheaper than that furnished by the only possible competitor of tho City of Dothan Domestic and Business users: Dr Bates has consistently voted for cheaper water and electric rates wherever and whenever it was pos sible to do so Dr Bates voted the reduction of the power rate for cooking and heating purposes in homes and the merchants have benefited in the reduction of power rates for advertising and display uses All flhese reductions caine when Dr Bates was a member of the City Commission or a member of the City Council and Dr Bates voted for each reduction THERE HAS BEEN NO REDUCTION IN WATER OR LIGHT RATES SINCE DR BATES RETIRED ROM THE CITY COMMISSION! Dr position is and he promises that as soon as it la consistent with the financial condition and structure he will AGAIN vote to AGAIN reduce domestic and business rates on electricity or power users The present bonded indebtedness of Dothan Is much too high to permit any reduction at this time and any one saying to the contrary is not using sound financial judgement Incidentally this tremendous bonded indebtedness was created PRIOR to Dr Bates being associated in any capacity with the government of the City of Dothan NEED THERE BE ANYTHING SAID ON THIS QUESTION?
