programming it carries with that rate decreasing during other parts of the day NBC pays Channel 18 8262 JO for each prime time hour but it also stipulates that each month the station run the first 24 hours of network programs for free NBC also pays Channel 18 85000 each month toward the cost of operating a microwave link that delivers network programs between Lexington and Cincinnati The rate that CBS pays Channel 27 be quoted precisely because Channel 27 refuses to include its network station rate in its public files as do the other stations Ralph Gabbard would say only that his flat rate was per prime time hour But on the basis of certain adjustments in his contract with CBS (these adjustments were also made for each of the other stations) that comes out to an actual rate of just 829484 Even if a station being courted by ABC ultimately turns -down its offer the station usually benefits financially When Channel 27 was approached by ABC a year and a half ago for instance CBS countered by boosting the rate it pays Channel 27 to its present' comfortable level And no doubt Channel 27 perhaps Channel 18 will benefit similarly this time around Even Channel 36 may benefit if a network shuffle does occur If Channel 18 were to join ABC then NBC would have to turn to Channel 36 in order to maintain a Lexington outlet But Channel 36 wouldn) sign on for a bargain-basement rate It could aid probably would use as the ultimate bargaining chip the threat to forego any network affiliation and become in- -stead an independent station Commercial TV at its best tonight By DAVID B1ANCULL
