around the state Supporters of the legislation said they had addressed those complaints in this version But some lawmakers such as Rep Margaret Donnelly a St Louis Democrat said the bill was still full of problems Donnelly pointed to provisions that would require the Department of Social Services to privatize many of its foster care services by contracting with charitable and religious
