cures for most mental patients can be made in from two to six week period in small local institutions Then follow-up treatment can be on an out-patient basis Lack of Funds Under present practice patients are held in the local mental wards for transfer to large state mental hospitals where they are in the Jam as far as individual treatment is concerned primarily because of lack of funds to retain enough competent psychiatrists to handle them efficiently If the plan is placed in effect in El Paso County then local psychiatrists can devote additional time on a contract basis and patients cured or temporarily relieved quickly for the most part A few incurables will have to be sent on to the state hospitals but tiie remainder will return to their homes and receive further treatment as out-patients Because most counties are unable to provide adequate facilities the State will have to contribute both to construction and operation of mental wards if the plan goes North St Vrain street
