President Riegelmann Is Hopeful There Is no assurance that the Boa rd of Estimate- will appropriate In the near future tbe $950000 requested by Park Commissioner John Harman a long time ago for the construction of the new wing of the Brooklyn Museum of Aits and Sciences- A -score of times during the past IS months delegations of well-known Brooklynites have told Mayor Hy- Ian that this addition to the Museum building was absolutely necessary for the accommodation of the con stantly Increasing number of exhibits and the fast growing crowds of visitors What the Mayor says goes In this matter Whenever he is ready to vote for the appropriation he will have a majority of the Board of Estimate to back him up Thus far he has always voted for delay on the ground that the city at this time could not afford to spend practically a million dollars on enlarging the Brooklyn Museum 1 During -the discussions of the question this year Mayor Hylan several tlmee referred to the- bill amending the pay-as-you-go act so as to allow the city to issue corporate stock for non-revenue producing Improvements 1 -that bill he said may be able to do As a matter of fact the money needed for the new wing ot the Brooklyn Museum- already was exempted from the pay-as-you-go law by special act' of the 1922 Legislature The amendment to the- pay-as-you-go law was adopted by the 1928 Legislature empowering the city to spend with1 the current year 81000000j) for non-aelf-aupportlng Improvements one half of which amount however must be expended on the repaving of streets In' the mean time the Brooklyn Museum 1 appropriation lies dormant in the Board of Committee of the Whole -V -Boro President Riegelmann who has tried every possible argument with Mayor Hylan to get itm to consent to the grant of this money "was afked yesterday what he thought of the outlook r' he reptleck I am hopeful but that is about ill I am able to say as to this COUPLE SEIZED AS POISONERS OF BROTHER Newark Man and Wife YARD WORK In letters to the New York Times and the Marine Engineering Journal written today Rear Admiral Charles Plunkett commandant of the Brooklyn Navy Yard has corrected oertain he alleges these publications made Nln articles on the award of the reconditioning of the President Buchanan to a private -ard The New York Times printed a statement yesterday saying that the cost figures published by the Government In the Navy Year Book are correct' as a general rule the cost of ships built In navy yard exreeds the cost when constructed by private corporations" According to the reply the book mentioned Is not published by the Government and therefore Its statistics should not be construed as being official Government figures In the Marine Engineering Journal the Admiral said the statement was made that the- Brooklyn Navy Yard was slighting work on its battleships naming the Arkansas so that It might get work on merchant or passenger vessels No vessel has been slighted the Admiral wrote and the Arkansas will leave the yard on schedule time: 1 Chairman Lasker of the Shipping Byard has failed to produce any statements that have convinced the officers of the Brooklyn Navy Yard that the yard was not unjustly discriminated against by awarding the Buchanan to Newport News it is repoi ted The present plan Admiral Plunkett said Is to try and get enough outside work to do until the Shipping Board opens bids for tbe reconditioning of-the Agamemnon and Mount Vernon on June 2 The work to be done on these vessels will cost approximately 88000000 apiece he said and the yard will bid on both of them It was ezpUIned that tn order to recondition these ships they would have to remain in dry-dock for seveal months thus "making tne nout of the work almost prohibitive for a private It
