giving him a 15 per cent commission on taxes he collects on property on which he makes loans The contract was signed with Winchester Colley El Paso finance and real estate agent He is president of the City Mortgage Co but signed the contract as an individual City officials said Cooley promised them collection of $100000 in delinquent City taxes when he signed the contract Jan 13 Today he had collected $62606 of the amount In addition about $20000 in current taxes and nearly $40000 more In State and County taxes had been paid on the came property making Cooley's total collection about $120000 His 15 per cent commission is applied only to the $62606 delinquent taxes however The Cooley program covers real estate in scattered sections of El Paso Including property in South El Paso In
