DELIVERED IN EL PASO 13a PER WEEK Men June 30 Is Set For Enrollment NATION AWAITS DECLARATION OF Boird FUS On Thousands See Building Dedication Police Judge Acting As Lawyer Of Teen-Agers Will Complete Roster Of Manpower For War Duty By Associated Press WASHINGTON May 22 President Roosevelt today set June 30 as registration day for men between 18 and 20 years of age The President also called for registration on June 30 for possible military service of all men who reached 20 years of age after Dec 31 1941 and on or before next June 30 and who have not heretofore been registered This will complete for the present the registration of the manpower for both fighting and non-combatant war duty ard will be the fifth registration under existing law 1 Men 18 and 19 years of age who will register between 7 a and 9 on June 30 will not be subject to the military draft until they reach the age of 20 Males between 20 and 45 are now subject to military service Approximately 40000lf30 persons between 20 and 63 have been registered in the four previous drafts The first in October 1940 registered approximately 17000000 persons between 21 and 36 The second in July 1941 listed about 750000 who 'had turned 21 since the first draft The third on Feb 16 1942 registered around 9000000 between 20 through 44 The fourth held last month listed around 13000000 men between 45 and 63 The proclamation called for registration on June 30 of all male citizens bom on or after Jan 1 1922 or on and before June 30 1924 Registrations will take place in Alaska Hawaii and Puerto Rico as well as the Continental United States Proposes He Not Handle Cases Of City Jurisdiction The City Civil Service Commission today recommended to the City Council that it Instruct Police Judge Langford to refrain from representing defendants in criminal cases over which his court has jurisdiction The Commission also absolved the Police Department of any misconduct in connection with the fil-' of five vagrancy complaints in Justice of the Peace Court Such complaints usually are filed in Police Court The Commission's ruling followed a hearing to determine whether the fact that Judge Langford represented three of the five defendants had any bearing on the filing of the complaints in Justice of the Peace Court instead of in Police Court No Rules Violated find from the evidence that there was no violation of the law or civil service rules on the part of police officers in the handling of the the Commission wrote jj to the Council Commission found that Judge Langford is not prohibited1 from practicing criminal law but1 that it would be a better policy for him to refuse to represent cli-j ents in criminal cases that -rre under jurisdiction of the Corpora-tion (Police) Judge
