Senator Newlands of Nevada today introduced a bill i'or the appointment of a National Commission for the Conservation of Natural Resources, and defining its duties.

The President is authorized by the bill to appoint a Commission of fifteen members for the investigation of all questions relating to the conservation, use and control of the water resources of the United States for navigation, irrigation and municipal supply, power and swamp land reclamation, prevention of Hood, prevention of waste in mining, etc. The Commission is to report to Congress annually. Grand Encampment in Session at Frankfort Officers Elected Frankfort, May 20th The Grand Encampment of Oddfellows, composing the higher branch of the Order in Kentucky, opened its annual session here this morning in the House of Representatives chamber, and the address of welcomo was delivered by Governor Willson who welcomed the visitors on behalf of the State. The Governor spoke but a few minutes only, but was given a warm reception and pleased the Oddfellows.

Ue was introduced by Lieutenant Governor W. II. Cox, who is a member of the Grand Encampment. Mayor E. E.

Hume welcomed the delegates on behalf of Frankfort, and Thomas II. Crockett, on behalf of the local Oddfellows. The response to the address of welcome was delivered by John S. Gaunt of Carrollton. After a prayer by the Rev.

J. S. Sims, the Encampment went into executive session. Officers elected for the ensuing year were as follows: Grand Patriarch J. C.
