In the County Court yesterday afternoon the prisoners -indicted by the Grand Jury were arraigned lto plead. After a box has been there appears to be but hindranoe to its being refilled any number of timer, without destroying the stamp. But if the box werf. -destroyed after it had been once emptied of its contents, there would then be no opportunity of cheating the Government of the revenue. A great deal of this kind of obeating has been carried for a long time on this coast, by Chinese oigar dealers and otber frrespousi-bla parties, in regard to which the authorities in San, Francisco are said to have been very lax, and the poekets of corrupt officials filled at the expense of Government. Doubtless there is much need of more stringent protective measures in this branch oi trade, and henoe the promulgation of the new rf gulatiu mentioned.

On the other hand, the compulsory destruction of boxes by dealers as soon as they have been once emptied, would prove a serious disadvantage to honest men who are in the habit of returning 1 to the Government every penny of its dues; for it would compel them to keep a larger stock on hand than would be profitable. A dealer who kreps a stock of fifteen thousand ci- gars on hand, oan by the use of his I empty boxe, make as much of a display on his shelve, as if be had a stock of two hundred thousand cigars. The question may be raised whether such a requirement is constitutional or not, as the language of the revenue law distinctly says that the stamp shall be cancelled. If this, requirement is complied with it would seem that, the empty boxes then become the private property of the dealer, on which the Government has no further claim. Besides many of these boxes are repurchased by the box manufacturers, taken apart, planed over- and made into new boxes.

They cost the dealer about sixteen cents apiece, and are resold to the manufacturer for two cents.
