Wednesday, December 14, IMS New Textbooks Cotton Control Plan Lett Up To Government Gulf, Atlantic Shipping Strike Now Averted NEW YORK, Dec. 14 Threat of an Atlantic and Gulf coast shipping tieup has been lifted. A working contract between 38 shipping firms and an AFL nlw of 2,000 deck officers was extended yesterday until April 19. A strike had been threatened for tomorrow midnight as negotiations bogged down.

ft The contract between the stip owners and the AFL masters, mates and pilots association expired Sept 30, and during the negotiations it had been extended to the day after tomorrow then the deadline for toe possible start of a strike. The further extension was announced by Federal Mediator William N. Margolis after representatives of both sides had met again with him. The extension to April, Margolis said, was agreed upon after toe union shifted toe emphasis of its demands from hiring methods to seniority and job security issues. Both sides, Margolis said, agreed that a reasonable time should be allowed for study of toe seniority and job security issues.

The union had been demanding a hiring hall clause in its contract, assuring membefr of rotation of jobs. The owners have been holding firm for freedom in hiring WASHINGTON, Dec. 14 MV-House farm leaders put it up to the Agriculture Department today to take the next step in eliminating dissatisfaction of many cotton growers over proposed 1950 cotton acreage allotments. Much of this dissatisfaction centers on the fact that as the new law first cotton control program since 1942 works out in some counties, many growers take extremely big acreage cuts, some as high as 70 and 80 percent. The over-ill national cotton acreage for 1950 is set in the program at 21,000,000 acres, a reduction of about 22 percent from the 1949 acreage of nearly 27,000,000 acres.

A House cotton subcommittee headed by Rep. Pace (D-Ga) canvassed the situation at a day-long session yesterday with Agriculture Department officials and came up with a two-pronged attack on the problem. First, it recommended that Secretary of Agriculture Brannan ask farmers who will not utilize all of their allotment acreage to release the unused portion to county committees and that he authorize the committees to reallocate this acreage to other growers within the county. Second, it recommended that Congress act eaj-ly next month to put a limit on the amount of acreage cuts which Individual farmers are to take.
