one hand and Kowall and his trainer Sturges Ducoing of New Orleans on the other as to the circumstances terms conditions and methods of payment of the lease It wss reported earlier that the only copy of the disputed lease is now being held by the Louisville Courier-Journal which has refused to release it to the Racing Commission According to the evidence at the initial hearing Mr Ducoing at the time he arranged the lease did not hold a Commission license to act as an authorized agent in Kentucky for Kowall although he did hold The first two Northern batters provided an indication of the rout
