IMA By VERN HAVGLAXD AP Avlatioa Writer WASHINGTON (AP) Federal Aviation Administrator John Shaffer said Monday airline extortion attempts may eventually become as much a rarity as hijackings to Cuba through sheer frustration of the would-be air pirate The reasons for this Shaffer said are ever increasing air plane and airport security and a stiffening of attitude on the part of the airlines and flight crews one when the hijacker was a Havana type nonviolent non-threatening not seeking hostages or attempting there was an attitude of Shaffer said In an Interview there is an entirely different ax-handle in the hands of a crew member Eleven days later a passenger who had given the name of Cooper parachuted from a hijacked Northwest Airlines jet between Seattle and Reno Nev with $200000 in ransom The man has not been seen nor ssid Shaffer have any of the marked bills been recovered In only one other instance that erf a man bailing out over a Honduran jungle with $303000 in ransom May 5 is the money missing The alleged hijacker surrendered and is awaiting trial Shaffer observed also that there has been very remarkable change in the frequency of hijackings to Cuba" since the 1958-1901
