THE LEXINGTON HERALD Published Monday Through Friday Morning Excluding Holidays LEXINGTON HERALD-LEADER CO Lexington Ky 229-239 West Short Street NEW YORK 485 Lexington Avenue FRED WACIIS General Manager DON MILLS Editor The Associated Press is exclusively entitled to the use (or republication of all news dispatches credited to it or not otherwise credited to this paper and also the local news published herein Tuesday July 18 1972 Truce The recent truce in Ireland in which the violent wing of the outlawed Irish Republican Army agreed to stop bombing and killing lasted two weeks but it was flimsy to begin with Still it offered at least a glimmer of hope that the reign of terror in Ulster would yield to a period of negotiation That glimmer died last week amid the sound of renewed gunfire and explosions On Sunday alone five persons were killed Once again the extremists have negated not only what has been ac O'Brien's Loss Could Be Costly Worth A Nickel Henry Taylor NATO Outgunned 1 By Soviet Forces BRUSSELS US Gen Andrew Goodpaster aits at the very center of the NATO powder keg and is in special charge of the detonators But as supreme commander his you do it responsibility becomes less enviable everyday He's the kind they don't make many of anymore and worth a good deal of time and confidence and listening On one hand Gen Goodpaster la charged by 15 coun- tries including his own and our own with the defense of Western Europe And Europeans have a firm and fearful knowledge of what happens when diplomats faiL On the other hand the current negotiations toward a reduction" of forces with the Warsaw Pact countries leaves Gen NATO forces over barrel For the immense and dangerous Soviet forces stand -ready at the rear 140 divisions The Soviet Union borders on all of its European satellites except East Germany An inside look at ground forces In central and northern Europe shows them at actually only 703000 as opposed to 855000 for the Warsaw Pact countries A quarter of a million Americans are in West Germany guard- ing the border against invasion and 310000 of NATO's armed men are Americana West Germany has no independent army her 460000 soldiers (NATO's largest element) are entirely under NATO command In Southern Europe NATO has 525000 troops vi 370000 Communist soldiers A full 220000 of these are Greeks Greece is now the southeast snehor of NATO as result of the instabiliy of Turkey and Greek chief of the armed forces General Odyssefa Anghelis a tested and talented and very Spartan commander gets high marks from Gen Goodpaster Overall this is a 1228000-1225000 atandoff In ground troops air forces in northern and central Europe number 2166 compared to 3940 for the Warsaw Pact countries and in southern Europe 950 aircraft vs 1180 Overall this 3116 vs 5120 Moreover foe Soviet is now fly-testing an immense new swing-wing bomber (Design at- ed BACKFIRE) to be operative in 1973 which puts foe Soviet additionally ahead For a special reason I am not permitted to reveal relative naval strength but can quote officially that Soviet fleets are now able to challenge tha West at every level of military action" For example foe Soviet Mediterranean fleet has not only turned what has long been an Anglo- American lake into a Kremlin focal point but the Soviet Navy most lately and hitherto unrevealed now threatens foe highly strategic NATO base in Iceland by a massive fleet along i the Norwegian coast based at Murmansk And the Red navy is a major force as well in foe -Atlantic Pacific the Caribbean the Indian Ocean and foe Arabian seas NATO has 1054 US intercontinental ballistic missiles and 656 submarine-launched missiles The Warsaw Pact countries have 1290 Soviet intercontinental and 306 submarine-launched missiles The Soviet super-giant SS-9 is now the largest and most powerful missile in the world Gen Goodpaster finds that foe Soviet is now equipping it with multiple independently targetable warheads surely aa advanced as our MIRV with effect The worry here in NATO is that the Kremlin may use this immense missile buildup for a first strike or more probably to take greater and greater international political riaka in the 1970s I Europeans are very pragmatic when it cornea to living But they like to espouse dream-like solutions that deny the pragmatism of real life Their simple conviction that Russia does not really threaten them erodes the cement the fear of the USSR that has held NATO together Some professional soldiers here believe that -West Germany's territory is not really defensible in the context of modern warfare They believe that the first mere hint of confrontation would the country and throw it into chaos" to quote one European general They say Europe is protected only by our nuclear retalitory force They are trying to avoid making unilateral military concessions to Russia on whose goodwill the ultimate solution depends As a result some commanders here fear that NATO' look as they see it is not oil I dynamism but of division and decay And Gen Goodpaster struggles valieantly and ceaselessly I against this Ends complished in patient negotiation but also the progress made by persons on both sides who have been trying to appeal to the hard-heads among them who will not be satisfied until the issues are decided by bullets and savage violence Britain is rushing in fresh troops in an effort to deal with the new violence No other course seems open Sadly the rest of the world watches with the knowledge that more blood must be shed and with the fear that there is no reasonable solution possible where forces on both sides seem to have opted for fanaticism zealots of the McGovern camp and by the old line party regulars was the person it was felt who could win for McGovern the support of the disenchanted abrupt resignation can only deepen the mistrust of the regulars and obstruct reconciliation efforts While it always has been regarded as a perogative of a presidential nominee to choose his own party chairman it was in McGovern's best interest to have O'Brien stay on in that position Mess He blew the first game with Spassky after a staged walkout then failed to show up for the second game Finally in the third game he won With the contest now 2-1 the board is still set for a duel that could rank among the most brilliant in this ancient game's annals But if Fischer is to win he must start acting like a champion instead of a little boy Footnote Mr Hoover recalled the de Tocqueville conclusion that the American Constitution the most perfect federal constitution that ever and then gave some of his own thinking: early Americans meant it when they said the people of the United States They knowingly accepted responsibility They were almost the only people on the face of the earth who held power in their own hands in 1787 sought a means to place that power in the hands of their representatives while at the same time retaining the capacity to retrieve that power if it were misused The Constitution was the instrument they created for transferring the power which they had taken from the crown nearly two centuries that instrument has remained viable and it has served the American people magnificently Little more than a year ago a British journalist who had lived for five years in the United States writing of America spoke of de views and said: he returned to earth today he would no more look for the democratic spirit of the future in Russia or China than he did in France in his own time Tie would embark for America America was the first and is still the only great nation that genuinely means the words the informed citizen understands the meaning of totalitarianism If he is a citizen of discernment he will also understand that personal accountability is the key to the preservation of individual My Answer By Billy Graham QUESTION: I notice on your telecaiti that the people who give teatimonlea are alwaya aome kind of relebrltiei My question Is: Is Christianity meant to Include plain folka or la It jnst for the few" who have achieved some kind of fame? GS ANSWER: One of the reasons we select people to give testimony to Christ's laving power on our telecasts is because the average person ran identify with them It shows that Christ can reach the successful people as well as tha and they both need Him But there have been many occasions where we havr used people who were unknown and we will do so again I am sorry we left the Impression (at least with you) that we favor people with a name and exclude those who are not well known Christianity at the beginning attracted the little unknown people In fart all of Christ's disciples were Some were even illiterate It was said of Peter and John they saw the boldness of Peter and John and perreiwd that they were unlearned and Ignorant men they marveled and they look knowledge of them that they had been with Jesus" Acts 4:13 It seems in these days that many people who achieved fame have hern disillusioned with worldly acrlaim and are seeking something more lasting more purposeful and abiding Many tup athletes and even entertainers are finding Christ to be the most exciting experience of their lives It would be tragic to keep them in silence John Roche Red Rhetoric Not There is a story about a young American Maoist who seething with rage at our repressive imperialist society took refuge in Red China He was welcomed with open arma and immediately put to work erasing anti-American slogans from the walls of Peking President Nixon was coming to town The moral is that Communist nations do not permit their policies to be influenced by bourgeois The most recent example is of course the reconciliation between the two Koreas Kim II Sung the head of the Communist Peoples Republic did not wake up one morning and observe to himself it be nice to end the tension with Seoul?" Quite obviously his actions were based on self-interest and more broadly are part of a worldwide pattern of reconciliation between the divided states of tha Cold War First the two Germanys Now Korea Who will be next? Vietnam or the two Chinas? The key lesson that some American commentators and politicians will hopefully learn is that Communist rhetoric Isn't worth a plugged nickel Radio Pyongyang's treatment of South Korea's President Park made Radio views of President Thicu sound like a kivcsong North Korea may not have a high level of production hut whrn it came to vituperation they took first prize in a pretty stiff league Moreover until the sudden breakthrough the North Koreans reiterated day in day out that absolutely no headway could lie made towards detente until the American troops were pulled out until the United Nations repealed its resolutions of 1950 condemning Communist aggression etc These positions were it seemed absolutely non-negotiable Then zingo! They simply vanished from the discussion as if they had never been there at all Your Health Dear Dr Lamb What causes the blocking of the ear such as what occura when descending from altitude? In my case this occurs several times a day It is very irritating when talking because I suddenly feel that I am talking too loudly or unrlearly then I find myself concentrating on this rather than on what I am saying I have gone to two doctors and they told me this was likely due to ear infections 1 had as a child One stated (hat I may eventually need an operation and the other gave me pills which didn't help any I have had this problem approximately seven years but the blocking seems to be happening more regularly as time progresses What do you think I should do? Dear Reader You should make arrangements to see an ear nose and throat specialist Your family doctor can refer you to one or you can obtain the names of specialists for this problem with a telephone call to the nearest county medical aocicty You may also write to your state medical association io ask for the name and location of ear doctors who are closest to your home Hie ear is affected by rhanges in altitude because of the difference in pressure across the eardrum between the external ear and middle ear chamber The external ear is the ear at the side of the head plus the canal that funnels sound into the ear The canal itself is really a blind tube closed with the white glistening membrane of the eardrum The middle ear is the next compartment Inside the eardrum is a great hollow chamber the middle ear At the bottom of this hollow chamber is a tube that passes downward and opens in the back of the throat (eustachian tube) Through this tube the middle ear chamber communicates with the air in mouth When air pressure builds up in the middle chamber air is forced out the tube and into the mouth If the pressure in the chamber falls air is sucked up into the chamber through this same tubr This way the pressure can be changed in the middle ear chamber When you go to altitude the thin air creates less pressure at the external ear the air in the hollow middle ear is under greater pressure and can push your eardrums out The ear is protected against this by leaking air from the middle ear chamber through the tube to the mouth When descending from altitude as the air pressure increases the external pressure against the eardrum pushes inward Too much pushing in and out of the eardrum causes irritation called barotrauma Overgrowth of tissue in the throat near the tube opening may make it impossible for air to pass freely in and out of the middle ear chamber Sometimes surgical removal of the overgrown tissue is needed I doubt your problem is barotrauma since it occurs several times a day without changing altitude More likely it is related to ear damage that amplifies some sounds but not others This occurs most often with increasing age Your ears are exceptionally important and anyone who is having hearing problems certainly deserves a careful examination by a specialist Dear Dr Lamb Would you please tell me what one should eat if he has high blood pressure? I read your column every day and would appreciate this information Dear Reader The goal of diet in high blood pressure is lo help people lose excess fat if there is any or to prevent the accumulation of fat if they don't have any So the first goal is to restrict the calories sufficiently until any excess fat around the trunk including about the navrl or in the small of the hark has disappeared The caloric intake should then be kept at a level to prevent fat deposit! from returning Another dietary goal la to decrease the LawTence O'Brien is a well-liked politician of consummate skill The late President John Kennedy in the highest tribute he could bestow once asserted that Larry O'Brien was best election man in the So no matter whether he resigned or was fired it will be difficult for the Democratic Party to dismiss lightly the loss of O'Brien as its chairman in this crucial presidential election year He was one of the few influential Democrats trusted by both the young Chess Maybe the chess experts of America still think of Bobby Fischer as a genius but we suspect that the rest of the nation would rather forget all about him His strange behavior and temper tantrums have alienated millions of enthusiasts in this nation and abroad including many who originally favored him to win over Boris Spassky First he haggled over the money he would get out of the world championship Hoover A footnote to the brilliantly honorable law enforcement career of Edgar Hoover comes in a now-published article he wrote for the Sons of the American Revolution titled Discernment of Virginia Payette New Start In Crime Control Advocated A group of 200 businessmen and educators has taken a long look at crime in our country and decided the only way to clean up the mess is to start all over To put it bluntly members of the nonprofit Committee for Economic Development think the way going about it now is a crime In an 86-page report they condemn the present set-up as a fragmented patchwork full of organizational and administrative chaos" and weakened by inefficiency and corruption They want Washington to go for a complete overhaul of die criminal justice system or as they call it The kind of piecemeal tinkering we're fooling around with now just won't cut it Doubled In Six Years The government is spending $10 billion a year to fight crime and crime has doubled in the past six years Organized crime costs businessmen $16 billion a year and this makes prices go up (At least it's one of the reasons) The CED remedy is a new branch of government to be called the Federal Authority to Insure Justice which would completely revamp the whole system and pay half of all costs for states and localities that meet its standards of improvement Instead of a staggering number of overlapping agencies that often seem to work against each other one central bureau would coordinate the fight against crime on a national level Cities would he relieved of all obligations except to maintain police forces States would handle all criminal justice activities Maybe Less And how much would all this cost? Well says the CED not more than we ran afford all things considered And maybe even less than the $26 billion crime costs us now To begin with there would be around $5 billion more in federal grants to state and local agencies Hut they in turn would spend around $5 billion less on criminal justice reducing pressures on property and sales taxes The reason it has to be a federal agency the CED says Is that state governments have been botching the job for years Not only do they fail to keep their police courts judges and jails up to standard they waste any federal money they get to help improve them State police according to the CED report spend most of their time chasing speeding motorists when they should be beefing up weak iiolice forces in small towns and training police larger communities When crim increases it seems the public's first reflex is to hire more police and raise all salaries More patchwork says the CED More Arrests Needed We now have 38 per cent more poljeemen than we did 10 years ago we are paying them $5 billion a year and crime Is up 150 per cent It takei more than arrests to keep the eoun-try safe the CED says It also takes able prosecution speedy trials good jails and jobs for released convicts Plus new laws that are up to date with public attitudes on what Is immoral and criminal -And the more dispiriting thing shout all this Is that according to the CED report these ideas have been kicking around for years Forty to be exact Since 1931 citizen groups hare been suggesting almost identical ways to reduce crime they were always too restrained" the committee says concern for tradition the political Influence of local prosecutors and the barriers Imposed by state constitutions Such timidity must now be overcome" Recall also that there are now far more South Korean combat troops in Vietnam than American Surely a fraternal nation like North Korea would have helped Hand out by demanding that these be withdrawn as a precondition for detente However the issue seems to have slipped Kim II Sung's mind And not just Kim II mind but also those of his big brothers in Peking and Moscow Without for a minute suggesting that world Communism is one can suggest with sound empirical foundation that Kim would never have taken the steps he did if either Peking or Moscow had blown the whistle Why would neither object? Possibly because each power for ita own reasons wants to see an American exit from the Far East With an end to the confrontation in Korea and the war in Vietnam the United States would unquestionably disengage from those areas and from Japan leaving the Japanese protected by the nuclear umbrella but little else Rational men in Moscow or Peking have Japan at the top of their agenda for assistance in economic development If it is necessary to get the North Koreans to swallow a few words to hasten detente they can manage that diet Which brings us to the next candidate: Hanoi Peking is clearly sick and tired of the whole business and it seems that the Soviets have decided (hat their interests will gain more from American cooperation than from our involvement in the Indochinese quagmire They obviously supported Secretary General Kurt initiatives in the Korean rap-prochmcnt and now Waldheim is talking about reconvening the Geneva Convention Since Britain and Russia are the co-chairmen of the Geneva powers we should perhaps look to London not to Paris for the next signal By DR LAWRENCE LAMB likelihood of fat deposits in the arteries The total amount of fat in the diet should be less than 35 per cent of the total calories eaten To achieve this you ought to eat lean meats lean fish fortified skim milk or at least fortified low-fat milk and stop adding fat for seasoning to vegetables or using fat in cooking preparations such as deep-fat frying De-emphasize the saturated or animal fats by including in the diet more vegetables fruits and cereals and less fatty meat and dairy fats for example cheese (uncrcamed cottage cheese and fortified skim milk however are excellent sources of protein and calcium and can be used without any difficulty) Most people will need to adjust their diet to include more chicken and fish and less beef and pork This doesn't mean however that beef needs to he eliminated entirely For example lean round steak is an excellent source of protein with lesa than 35 per cent of ita calories from fat Some authorities would also tell you to restrict your cholesterol and since there is some cholesterol in most animal products this again means a greater emphasis on vegetables fruits and cereals The most common high-cholesterol food is the egg yolk so if your doctor wants you to restrict your cholesterol you may have to limit eggs Individuals who have high blood pressure should limit their salt intake by not adding aalt in cooking or at the table Salt substitutes are satisfactory as long as they contain sodium as are other seasonings including garlic or curry Be careful though about using com-merical sauces that include a lot of salt in their preparation This type of dietary approach is satisfactory for most people with high blood pressure Some doctors recommend even more severe dietary limitations The once-popular rice diet was limited to unsweetened rice along with fruit and fruit juices Nothing else was permitted on the diet This of course was an extremely low-fat low-salt low-calorie diet It was reported to be highly surcessful in some patients This is to be expected since it induced weight loss eliminated excess fat from the body and eliminated the sodium commonly found in salt and animal products Severe diets of this nature supervision because additional dietary supplements are needed including Important though most be carried out under a doctor'! vitamins The Quiz Box On what mountain was King Solomon's Temple built?
