HAVERLVS Chimet of Normandy. GRAND OPERA IIOITSE The Field of Honor. TIVOLI MitMo. Beautiful and Iatpreaaive. The great feature of the parade in Oakland on the Grand Army Day, as it wu the great feature of the receptien of General -Grant on hie return from theM tour of the world, was the assemblage of thousand of school children on Fourteenth street, between Broadway and Clay street, to welcome the Ufand Army: and it moved many an old veteran to tears, as it did Grant seven years ago.

Said an old army fficer, who was on Grant's staff daring the war, "General Grant had the most remarkable control over himself of any man I ever saw. Never bat on two occasions have I see a him give way to his feelings. The first occasion was the greeting ef the school children of Oak land apon the occasion of his arrival from his tour around the world-. was passionately fond of children. Their welcome his heart, and the tears flowed down over his face.

He made no effort to conceal ma agitation. -1 no other occasion was when he was notified that an old com- 1 rade who had served with him during the war had been killed in a railroad ac cident in New York. He. read the dis-. patch containing the sad news slowly and carefully.

Then he leaned on his desk with 'his head in his hands and cried like a child." No feature of the parade, either in San Francisco or Oak- land, equaled this gathering of the chil dren, the future fathers and mothers of the coming generations, welcoming the veterans who saved and preserved us Nation, pledging themselves to preserve the sacred trust inviolate handed down 1 to them by the brave men they received wnn welcoming huzzas, it was a scene which they who witnessed and they who took part will never It was the grand feature of the grand occasion ine lesson oi -patriotism it Has lets in the young hearts of these' children is worth all the cost and trouble of the whole reception. Complications Thickening. Secretary Bayard uses almost exact language of Tut Tribune in oussirg the principles' which lie at bottom of the Cutting affair. He the die the sayn that "he considers the principles involved in the case one of the greatest importance, and one upon which the whole country should be a unit. The personal merits or- demerits of Cutting himself, has nothing to do with the matter.

It makes jno difference whether he be an angel of light or an angel of darkness, but it does make the greatest possible difference to the Amer lean people whether the contention raised by the State Department in his case skould be maintained by the State Department or not. 'Mexico claims the right to try an American citizen for an offense committed in the United States. and Cutting has actually been convicted and sentenced for a libel' published- in Texas. If this claim is conceded no American traveling in Mexico will be safe. This country will never consent that one of its citizens shall be tried by a foreign power for an offense committed in this country." Now, the question is, which will back down, Mexico, or the United States A pardon of CcTrreo will not settle the -question.

The excitement is increasing. and from several sections of the country troops are offeriog themselves to the President in case of a resort to arms xneiact that these 'outrages upon American citizens in Mexico have be come so frequent that the patience of Americans has been exhausted; and. now is just, as good a time as any to' put a atop to it, and teach Mexico that the person of an American citizen is sacred, and that he will be protected with the whole power of the if necessary. The rioting at Belfast Ireland, is imply disgraceful; and more so that the rioting is done by a class of people of whom the world expected better tbiag. It is the old religious prejudices revived of a century ago.

It seems that the Salisbury government manifests a deplorable weakness in dealing withJhe rioters. Belfast is Protestant city: a city supposed to be composed of intelligent, educated people; and it being such, adds deeply to the disgrace of the proceedings. Oakland may be slow in moviug, but when she gets fairly started she does her work effectively in a style that defies competition. When the city woke up to the great occasion of the Grand Arrriy reception they made the occasionfone long to be remembered. Thsy did themselves credit on this occasion, as they generally do.

It was a grand time, and nothing faled in the programme to make ita grand success. Thb Government of Great Britain has yielded to the recommendation of the commission on the depression of trade, and taken a step forward by appointing a special commission to examine the currency It is the first advance step toward the restoration of. silver, which the Government is being forced to take by the urgent demands oF her best financiers. The St. Louis HepubUcan.MSiya: Perhaps there never was a time when the friends of Ireland had reason to feel prouder of the discipline of the army of freedom, or more confident of success of the cause of liberty than at present.

The conduct of tke Irish at home and abroad is above praise. They are acting magnificently, and they will win. i Minnie Hack is entitled to the credit of being a genuine American girl. She has this year rented out her Swiss castle with the distinctpromise that "tKeTstars aad stripes are to be kept flying above the dome." That is the kind of American girl worth having. THE Grand Army found the marching over the smooth streets of Oakland a pleasure quite jn contrast to the cobblestone pavements of San Francisco, and they appreciated the change.

Secretary Lamar was decided the case of Fleming and others, involving 2,300 acres of swamp land situated in San Joaijuin county. It appears that while these lands were declared to be swamp in I860 and turned, ovir by the I General Govern ment to the State bf California, yet through an oversight; a -patent- was never issued.

Advantage was taken of this omisfion, notwithstanding that the lands had -been reclaimed and are now under a high state of cultivation and had changed hands several The Secre tary, in his decision holds, that; it was set. tied by the Interior Department that the lands were swamps and belonged to the State, and thertfore it would now be un just to disturb the present titles.
