PRESIDENT December Issues of the Dundalk Democrat contain two excellent le ters from the facile pen of the Very Jlev Canon Eugene McKenna parish priest at Shantonoph in which lie I sets forth in an able and technical manner the many disadvantages under which the peasantry and small tenant fanners of Ireland are now laboring FaJJier McKenna has sent iharkcd copies of the Dundalk Democrat to the Kentucky Irish American and it is with great pleasure that the principal points made by him are presented to our readers Father McKenna decries cattle driving but at the same time he gives minute data regarding the hardships to witch the Irish people have been subjected He counsels patience on the part of the peasants and asks not for money but for the moral support of the Irish In the United Stales Canada and Australia He begins the first of his letters too with an eucomlun for President Roosevelt It is not mere blatant lattqry It is honest admiration He says in part The eminent statesman Roosevelt President of that great country the United States which numbers among its most loyal citizens many millions of our countrymen and race in his message to Congress a few days ago referring to Wealthy EvilDoers makes several clear and em phaitlc statements For instance Mr Roosevelt says The public and the representatives of the public the high officials whether on the bench or in executive or legislative positions need to remember that they are not those who commit the crimes known to and condemned by tIle popular conscience for centuries but those who commit crimes only rendered possible by the complex conditions of our modern industrial life corrupting legislatures making fortunes by the inflation of securities These forms of wrong doing in the capitalist are for more infamous than any form of embezzlement or forgery 1 Father McKenna dwells upon these utterances ot some length and then shows conclusively that the absentee landlords of Ireland are corrupting legislatures courts and officials inflating securities violating the Seventh commandment and arc guilty of at least one sin crying to heaven for vengance oppression of the poor He says in one letter It is sometimes Inaccurately ami foolishly asserted those looked upon as an authority that the IrteK farmers are now owners of their holdings and that the Irish land question is at last settled But these misleading statements deceive our best friends especially in America and Australia and even at home as Ireland an3 her friends can by no means permit the Irish land question to remain where it now stands un i less for the shortest possible in terval It is true that we have Irish land courts and land commissioner land valuators and land values assessors But who constitutes those courts commissions and other offi cials whose advice judgments and decisions will bring bankruptcy and suffering often in the extreme to our pegple for generations first 4n i ourreqple rural Ireland and soon after in our towns and cities Are not some of those officials especially those in highest places rabid landlord partisans Are not the vast majority probably more than DO percent of those land judges and i other officials of the land courts i cither landlord nominees or brimful of landlord bias The great Magna Charta gives universally to the subject the right of trial by his peers not only in matters affecting his person but also those affecting his i purse In the absence of the jury where are the rack rented tenant farmers peers or sympathizers in many of the Irish land courts or among their advisers Or why are the poverty stricken Irish farmers especially of the hills and mountains and of the other poor and Inferior lands of the country taking into account the seasons and other altered circumstances paying today much more oppressive rents than the most rack renting landlords Imposed upon the fathers of those Impoverished Irish peasants half a century ago notwithstanding Glad stones land act of 81 and the machinery of the land courts such as we have had during the intervening years Surely administrative tyranny has killed or poisoned over fourfifths of Ireland at leant since Mr Gladstones land act of 81 Father McKenna then passes on to late land act of 1903 by which tenants were to purchase their holdings from tho landlords at reasonable i prIces lie shows that prior to the i land act of 1903 the purchase price was between seventeen and eighteen years practically seventeen and half years Now if landlords sell their holdings at tliat price or even at nineteen twenty and twentyone years purchase the land courts are required by act of Parliament to have these holdings inspected to ascertain are they security for the loans that the British treasury Is to pay the landlord These precautions afford no protection to the embarrassed and Impoverished farmers Once more we quote Father McKenna Tbd British treasury having handed over to the landlords those exorbitant and unjust prices bequeaths to the purchasing tenants annuities considering the burdens to bo attached in local taxation more oppressive than due old rack rents and to all the rate payers not lose hope Let us remember that unbearable financial burdens with some other disabilities thrown in constitute the twentieth century and uptodate Cromwellian methods of bleeding and crushing a people to death Irish ratepayers twothirds of you are yourselves the peasants of our country and you should not forget that toy silently acquiescing in the payment to the insatiable landlords out of your local taxation an amount bonus included equivalent to eight and a half years purchase you thereby injure the purchasing tenants and in many cases yourselves among the number Let tIll Irish people including our County and District Councils und all the ret of our people supported by the Irish race beyond the seas for they possess more power and influence than they or we can easily discern let all with one voice as it wens insist upon the Irish peasantry becoming the owners of their holding at fair prices Let them insist upon the abolition of landlord power of coercing the embarrassed tenantry to purchase at unjust prices Let I the Irish ratepayers illS such cease to be responsible for the landlords unjust prices and for the bad debts of Irelands rack rented and embarrassed farming
