Nichols Makes Proposal The proposal was made by com- mittecman Marvin Nichols of Fort Worth. He suggested the Brazos River Authority and the Nueces Conservation, and Reclamation districts also be invited to help in exploring the plan for handling the water problem on a basin-wide or watershed basis.
