but it may be years before anyone broadcasts over Channel 32 Records at the FCC indicate that Thaddeus Bishop of Atlanta applied for a construction permit on Oct 17 Today is the deadline for the FCC to receive competing applications for the use of Channel 32 Although the FCC reported that as of Monday no competing applications were filed an FCC staff attorney predicted others would file before the deadline Gordon Oppenheimer the FCC attorney said competitors usually waited until the last possible day before filing He said there would be only remote possibility" that others would pass up an opportunity to obtain a broadcast license for a station in Kansas City Ben Weiss chief engineer at KLSI-FM also expects more applications to be filed before the end of the day He said he was contacted by Bishop and several others who were interested in placing a television antenna atop the tower KLSI is preparing to build at 63rd Street and Interstate 435 in Kansas City Weiss said he told each person who inquired that the tower was not designed to support the considerable weight of a television antenna Despite that application states that he plans to locate his antenna in the area of the KLSI antenna site The application by Bishop includes an Atlanta address but little other information Calls to Bishop were not returned A man who identified himself as roommate said Bishop was out of town and declined to provide additional information If there are no other applicants a construction permit could be issued within six months Oppenheimer said If competitors file for the permit however it will take years before the station is built he said The first step is to allow a period of time for amendments and petitions in connection with the applications After that comes an administrative hearing to determine which applicant should get the permit could take anywhere from days to Oppenheimer said If the permit is hotly contested he added appeals may be made to a review panel and afterward all the way up to the commission itself Bob Wormington general manager of KSHB Channel 41 and a leader among independent televison broadcasters estimated it might be two to five years before a permit is granted Also Wormington said the successful applicant may have an additional the signal may overlap slightly with a TV station in Council Bluffs Iowa that already operates on Channel 32 This problem could be solved by the Kansas City station agreeing to broadcast at sightly less than full power Finally construction of a sixth commercial station in the Kansas City market may prove
