Trustees decided they will look for $250,000 worth of cuts in next year's budget, and they will try to set aside that money to lower the student-teacher ratio. "I'm not suggesting anything on a grand scale," said Trustee Deborah Taylor, who pitched the idea for lower class sizes. "I realize there will be difficult choices ahead and I'm not expecting humongous changes but we have to start working on it." Usually the board waits until spring when the state reveals how much schools will get to work on changes such as lowering class sizes.

SANTA CRUZ City Schools District will take a step next year however small toward reducing class sizes, trustees decided Tuesday night. Although the 1987-88 school year is young, the school district is already preparing a budget for 1988-89. The board approved a set of "budget assumptions" for the business staff to use as it starts building next year's spending plan. Trustees gave their collective nod to the usual assumptions recommended by the business staff, including forecasting inflation in insurance and benefit costs, and deciding to set aside at least 2.7 percent of the money as a reserve. Then the board agreed that the Lovene Kesterson Services will be held at a later date for Lovene Aleese Kesterson, who died Saturday in Santa Cruz.

She was 90. Mrs. Kesterson, a native of Louisville, lived in Fort Wayne, for many years before moving to Palo Alto in 1950. She was a member and past president of the Palo Alto Womens Club and the Pen-nlnsula Catholic Womens Club. She moved to Santa Cruz in 1982.

She was a member of Our Lady Star of the Sea Catholic Church. She is survived by'her son, Charles Kesterson of Aptos; two daughters, Shirley Smith of Aptos and Carole Petrie of Huntington Beach. She is also survived by 14 grandchildren and two great-grandchildren. She was preceded in death by her husband, Harry Kesterson, who died in 1964 and by her son, Thomas Kesterson, who died in 1967. A private cremation was held with interment at Golden Gate National Cemetery, San Bruno.

Memorial services will be scheduled later. Chapel of the Four Seasons, 1050 Cayuga was in charge of the arrangements. In addition to being the voice of Frosty the Snowman in animated holiday shows, Vernon's stand-up routine was popular in Las Vegas, showrooms and on TV. He just completed a yearlong stint at the Marina Hotel in Las Vegas. He appeared in the 1971 movie "The Gang That Couldn't Shoot Straight" and he recently had a part in the movie "Amazon Women from the Moon." He was also in a 1983 video cassette titled "Microwave Massacre." His first national exposure was in the 1960s on "The Tonight Show With Johnny Carson" and from there he made regular appearances on the "Merv Griffin Show," "Dean Martin Show," "The Golddiggers" and "The Garry Moore Show." David Vernon, the comedian's 25-year-old son, said the entertainer had been plagued by ill health in recent years "but never a heart attack." "This was sudden," he said. The body will be cremated and no funeral will be held, but his son said a public memorial service will be held.

The elder Vernon also leaves daughters Tracy, 19, Lisa, 22, and a stepson, Ralph. "He made me laugh," recalled entertainer Steve Allen. "One of his standard routines was to pull out a little frog clicker and pretend he was narrating a slide show, 'Here is my Allen said. Vernon, who will be remembered as a loser, a comedic doormat, began his routines with, "Hi funseekers," and added at the conclusion of his storytelling, "You had to be there." "He smiled a lot, really, but it was a kind of sad and wistful smile," his son said. "He had a different look at life.

Senate President Pro Tern David Roberti said it wasn't appropriate for the Legislature to act on the agreement during the brief two-day special session, which ended Tuesday afternoon. And he said he wanted to keep the pressure on the insurance industry, lawyers and consumer groups to come up with a reduction in auto insurance rates.

"The process demands that with a measure of this magnitude that all parties be contacted and have an opportunity to speak to the Legislature," the Los Angeles Democrat told reporters. But he said the most important reason for delaying action on the compromise until the Legislature returns in January would be to keep the pressure on for an auto insurance rate rollback. The California insurance industry and some consumer groups announced the compromise at a press conference Monday, calling it an historic agreement and a "major victory for consumers." They urged lawmakers to quickly approve the package, but at least two consumer groups opposed the plan, saying it would still allow huge rate increases in some areas. A major provision in the compromise would bar insurance companies from raising their rates on automobile, homeowner's and other personal lines of insurance by more than 15 percent a year without approval from the state insurance commissioner. The commissioner would have to hold public hearings on the proposed rate hikes.

Robert Pagett officiating. Interment was in Oakwood Memorial Park. Contributions to a favorite charity are preferred. Madeline Marsh Services will be Friday for Madeline Marsh, who died Saturday at home in Soquel after a brief illness. She was 70.

Born in Doniphan, Mrs. Marsh's job as a professional secretary took her to several U.S. cities. She retired to Santa Cruz in 1975. During the late 1950s, she was' secretary to San Francisco Mayor George Christopher.

She then became a secretarial manager of the Allis Chalmers Corp. and held positions in Northern California and Colorado. Mrs. Marsh was a member of St. Joseph's Catholic Church of Capitola.

Her husband, Dr. Duncan B. Marsh, died in 1980. One of her brothers, Robert H. Spradling, also died before her.

Mrs. Marsh is survived by four sisters, Lois Adam and Margaret Gleason of Rolla, Mary Kohler of St. James, and Peggy Aceto of Roscoe, 111. and her brother Earl Spradling of Soquel. Catholic blessing services will be at 10 a.m.

Friday at Norman's Family Chapel, 3620 Soquel Drive, Soquel. The funeral will follow at Holy Cross Cemetery, 2271 Seventh Ave. Friends may call at the chapel from 11 a.m. to 5 p.m. Thursday.

Diablo workers accidentally trip warnings SAN LUIS OBISPO (AP) Hundreds of residents were startled Tuesday by an accidental sounding of sirens intended to warn of an accident at the Diablo Canyon nuclear power plant. The warning sirens wailed about 8:20 in Morro Bay, Los Osos and parts of San Luis Obispo, said sheriff's Sgt. Maurice Lane. Councilman drops alcohol-sale appeal WATSONVILLE Councilman Dennis Osmer dropped his challenge to a pool hall Tuesday in favor of initiating an overall review of alcohol-selling establishments in the city.
