He was a lifetime resident and worked for Santa Fe Railway for 40 years as a carman mechanic and was a member of the Santa Fe Friendship Club. Survivors include his wife, Helen of San Bernardino; sons, Bruno of San Bernardino, and Norman of Colton; daughters, Anna Cano of Colton, Sophia Negrete and Valerie Rodriguez, both of San Bernardino; 10 grandchildren; brothers, Jess, Ralph and Tony of San Bernardino, Albert of Colton and Jack of San Francisco; sisters, Sophie Martinez and Lucy Barrios of San Bernardino.

Friends may call from noon to 4:30 p.m. and rosary is 7 p.m., both Friday at Mark B. Shaw Memorial Chapel. Mass is 9 a.m. Saturday at Our Lady of Guadalupe Catholic Church, followed by interment at Mountain View Cemetery.

Emily Neil Bryant SANTA PAULA Emily Neil Bryant, a former longtime resident of San Bernardino, died March 15, 1988. She was born Jan. 28, 1904, in Oklahoma. Survivors include her brother, Levi Henry Brown of Santa Paula. Visitation is 5 to 9 p.m.

He was born Aug. 2, 1920, in Iowa. He was a retired captain at Central Valley Fire Department and was a Lodge member 653. of Masonic Survivors include his wife, Claire Bruce; daughter, Charlene Venhaus; son, Wayne Bruce; three grandchildren. Memorial service is 10 a.m.

Saturday at the Fontana Masonic Lodge in conjunction with Central Valley Fire Department. In lieu of flowers, donations may be made to Fontana Hospice. Jean Blair Fredericks RUNNING SPRINGS Jean Blair Fredericks, an 18-year resident, died here March 17, 1988. She was born in Wilson, on Oct. 30, 1923, and was a retired electronics inspector, homemaker and mother.

She was a member of St. Anne's in the Mountains Catholic Church. She was a member and former president of Skyforest Elks Ladies. Survivors include her husband, Robert Fredericks; sons, the Rev. Michael Fredericks of Alta Loma, Thomas Fredericks and wife, Monica, of Running Springs; daughter, Laurie Prentice of Tustin; grandchildren, Danny, Eric, Bobby, Julie, Jennifer, and Amanda.

Mass is 7:30 p.m. Monday at St. Anne's church, with interment at Riverside National Cemetery. Bobbitt Memorial Chapel is directing. In lieu of flowers, donations may be made to the Elks Major Project, handicapped children.

Earl Edwin Born LOMA LINDA Earl Edwin Born, a longtime resident, died March 16, 1988. He was born Nov. 26, 1915, in Spring Valley, Minn. Survivors include his wife, Shirley Born of Loma Linda; brothers, Harold Born of Chaska, and Vernon Born of Spring Valley, sisters, Frieda Meisiner of Lake City, Margaret Russert of Winona, and Helen Root of Spring Valley, Minn. But a sweeping amendment to the bill, which would have allowed virtually all redevelopment agencies in communities throughout California to engage in similar housing plans, was rejected. The bill, SB1719 by Sen. Robert Presley, D-Riverside, was approved 22-13 by the upper house and sent to the Assembly. It marks the first time in a decade that a redevelopment agency has been given the authority to construct such housing outside the city boundaries, according to a Senate analysis of the bill.

Presley's measure, supported by an unusual coalition of the city of Indian Wells, Riverside County, developers and public-interest groups representing the poor, would allow the city to use funds designated for inner-city housing for the poor and instead develop housing outside the city limits. Ultimately, some 750 units would be constructed outside the city, with an additional 150 units built within the city limits. The bill I stems from a separate agreement between the city and local developers. "They want all the benefits of a redevelopment agency, all the incentives, but they want the lowincome housing to be located somewhere else, outside the city," said Sen. Newton Russell, R-Glendale, an opponent of the bill.

Redevelopment agencies, he added "come up with all kinds of excuses for not meeting the requirements." "This legislation is the result of special interests trying to circumvent the law so they can mold our community in their own image," Pat Green, head of an Indian Wells group opposing the bill, said in a statement. Under current law, certain redevelopment projects are required to set aside 20 percent of tax revenue in the fund for lowincome housing. Presley's bill would allow Indian Wells to use some of the money in that fund for the outer housing. James Rhine, a San Francisco attorney, and a Kentfield man whose father is in the prison are charging that inmates have been exposed to asbestos in compost and fill that is routinely spread around the grounds. Asbestos also is in shingles, they claim. Rhine said he plans to file a suit on behalf of the inmates. John Balatti of Kentfield, son of "Horsetrader" Ed Balatti, who is serving a year on a stolen-property conviction, said he sneaked a camera into the prison Sunday and took photos of the asbestos on top of a manure pile. The pile is located between the school for prison employees' children and the "ranch" for 265 minimumcustody inmates who live in dormitories outside the prison walls.
