as may arise before the Surveyor-General as to its location It is contended that its contemplated location at the time-it was granted was somewhere in the vicinity of Hamilton This matter as we looking hue that a steamboat was near And said as I gazed that at some future day This would be a fine town It was long before night when the boat-came in eight And in clusters the Chinamen merged from their huts Every man quit his work and it looked like a fight it To see such a rush And here in this same little town I exclaimed With a maid of my fancy how pleased would I he 1 tiro if I praised her and wept if 1-blametl i Who How blest could I The steamer sppr remember it On the banks of the Plumas quite close to the town And loud was the cheering to greet the jUid loader the powder progress on the one or two important points which should receivo their attention until they are disposed of to the exclusion of minor interests We mean the making of some provision for the payment of present indebtedness and for meeting accruing liabilities The Governor has vetoed the appropriation bill in which were appropriations for the salaries of the State officers and the members of the legislature because the legislature bad failed to provide any sufficient revenue to meet these liabtl-j ities without incurring an indebtedness of tip- wards of This veto has brought tire legislature' up with around turn unless the devise some means to pay as they go the nut-1 chinery of government will have to stop as the Constitution says there shifH be no more indob- ledness and the Governor means to see the Constitution obeyed The management of the State Prison has again become a' perplexing I question as Estell threatens to let loose or starve the convicts unless he has money There is talk of buying up Lis lease again But the matters that are consuming the time 1 of the legislature principally and foolishly we think is the impeachment of Bates He has I resigned his office and cannot be affected by their impeachment except to be disfranchised and that is a very insignificant satisfaction to the people Of State' find 01114 for which they I are unwilling to pay thousands at additions fo onr Job Office and are prepared to execute work of almost every discription with neatness and dispatch and on the most reasonable terms Now Is the Time The Legislature lias declared Feather river navigable to Oroville The declaration has been made good by actual experiment But we are just as far from regular steamboat communication with San Francisco and intermediate ports as Bidwcll or White Bock unless we can furnish a sufficient amount of business to make the navigation of the river remunerative to the steamboat proprietors All property holders and consumers in this vicinity will be immensely benefitted by the success of ihe enterprise and they should not fail to give it all the assistance in their power especially novt when in its infancy We believe our business men will be justified in sustaining regular trips of the boat for the next few months if they have to do so at a considerable sacrifice It Will be policy The business of the tfiwu will largely increase as soon as it is known that the steamboat can be relied upon Bid-Well Wyandotte Fovbestown Oregon Cherokee Spanishtown will very soon have their freight conveyed to this port The merchants of Plumas county sooner or later are certain to load their immense pack trains at our levee or from our warehouses Their is no favoritism in trade it always flows in the cheapest channels andif-tlrey can Obtain their freight) here so as to make a saving of one-half or one-fourth of a cent per pound from its present cost their is no danger of their pacing us by Money must he raised and expended on-roads leading to the diffeicnt points that dan be made tributary to our commerce A road is already being built to Spanishtown via Cherokee Oregon aud Bar which will bring these places' tb our steamboat landing for their freight A new road is contemplated to Forbestown and the means nearly raised for its construction Our business men should be liberal towards these enterprises They should be liberal because it is for their interest to be so They must secure regular trips of- otw- stkatfiei's Sit almost any sacrifice because it is for their interest to do so And when they see the long pack trains aud long lines of teams leaving our town 'every hour of the day for those different points in the surrounding country of which we are the depot they will not regret it It is no time now for a penny wise and pound foolish policy Wc have our choice before us Wc must either improve those' advantages which nature has so lavishly bestowed and become the emporium of the surrounding country or wc must fall back contentedly upon our diggings and leave commerce to those who have the nerve and skill to control it We must either make Butte and Plumas tributary to us or we must all continue tributary to Marysville Fire Police Our citizens have at last become- oused from their stupor and indifference in regard to the daijer that threatens so imminently by a rumor that a conspiracy ligd been formed among the numerous thieves and blacklegs that infest us to fire the town on the first convention occasion What the exact foundation of Ibis report is we know not but believe it was communicated to Sheriff Freer by prisoners whom he was taking to St Quentin and therefore is entitled to somecredibiiity But whether or not there is a plot laid for our destruction there can be no doubt that we are in the most imminent danger as the dry season approaches both from the torch of the incendiary and from causes incident to our criminal carelessness and extreme combustibility Steps have been taken to organise a citizen police upwards of a hundred jiames have been attached to the roll and at least one hundred more should be obtained It is tbe intention to halve ten of these on watch each night until the town government shall come in operation under the net of -incorporation This plan of protecting the town was resorted to last winter and worked well It was found that a person who was watching his own properly made a very faithful and vigilant policeman and before the novelty wore off and it became an over and overish sort of an arrangement with nif burglaries or conflagrations to keep alive the excitement we believe there never existed a more doughty band of heroes since the days of chivalry There was no alley so dark that they did not dare to penetrate no noise so frightful as to scare them away there Were no streets so rough or remote nor no nights so long and dreary as to weary their patience or exhaust their strength 4 or patriotism The gleam of their lanterns and their shrill signals were seen aud heart in all our highways and byways at all hours of the night 'They were bold bat not bloodthirsty and often jolly without being boisterous And jtjs a remarkable fact which will illustrate their self-denial under1 very trying circumstances that there never occurred a- single depredation upon tjie numerous clothes-lines though wc doubt (tot several of our indefatigable- police were driven 4 to many a shift for a change of lifienin those bard times It will be seen by our past experience that a citizen police is just the thing wc want now letteit from Air Larkin Wo publish it as everything pertaining to Spanish Grants is interesting to our readers this time FnAXqjst'O March 1 Ipo i Kir Please haitd to the County Recorder of Butte Co to be recorded and returned to me the accompanying certificate of the Til -4 4 lio final Vi 1 1 District Court of the final dismissal by the Government of my Grant of land cm the west side of Feather river (nearly opposite Oroville) commencing about a half mile above Thompson's Flat at lat 33 45 sec extending up river to lat 39 5 48 in- 45 gee 1 V2 s(a'le miles haying almost uniform distance about 2 miles from ic river t) include 5 leagues of land The fact of tbe early dismissal of this claim by the General of the in asbington shows his opinion its merits As this terra was graut- C( by jho Mexican Gow-hmeit in February 1844 -confirmed and approved by the Depart- ifftnTal Assembly of California the following year sold by the original grantee to me in 1847 every title and transfer recorded in your County brought to the notice of Congress in-1850 or by onr Senator who observed that (lie sooner this aud other Mexican -granis of land in California were settled tho better for all parties surveyed by qn Deputy Surveyor and the corners established in 1852 (which are yet to be seem) confirmed by the If Federal Courts dismissed by Government vacated by tire -El District Court) and a Patent will soon be issued from the general land office in Washington some of tbe settlers on the land quietly holding under me I hope that' interested parties will now believe in my ownership The rejection of the bill by thef Senate of California by a large majority has settled the question whether one party can own the land pay taxes and other expenses incidental to tire ownership and a second party free from those expenses have all the benefit of -tire land Had such a law passed taking- the mineral from the owner the impracticability as well as unconstitutionality of the act would in another year be as apparent as that of the act of last- year 'Compelling owners of Mexican grants to pay any man his price for putting up a house or fence on his grant not a single instance having yet occurred of any persons attempting to avail himself of the provisions of that act On tho same principle its that of lire act 1 might be compelled to pay tbe Cabinet maker or Upholster who may choose to furnish my house without my permission aud during my absence Having lived here 25 years I have had- too much experience in Mexican grants of lands to own imperfect ones I have sold out in small and large farms tq over 100 people on two llanchos 1 have found nine-tenths of all settlers on these Ranchos willing to purchase from me when they became fully acquainted with my rights in the' premises I have never urged them to purchase blind ly-of me but let them take there time Some purchased at low prices when they were prepared to others purchased because they could not sell tueii improvements to a prudent party without doing so In six years I have in this manner sold of country lands but have never realized more than (cost and law expenses If the remaining interest of Californians in half the Ranchos in tire Slate were of- at public sale they would not realize as much money as they spoilt in protecting their lands and titles A newspaper war is conlinu-cd against the owners qfiarge tracts of land who are charged with refusing to sell but such is not the case From half a milliou to a million of acres of" land can now be purchased under these grants! in tracts of ityput 2000 or 3000 acres at less than Government a large proportion of the purchase money remaining at legal interest have in this milliner sold as low as 50 cents per acre 1 well know the American settlers in California every prudent man among them who intends to remain with his family where he has settled and has attentively studied the subject of land titles is prepared to- purchase land at fair prices -when lie knows the legal owner of lire property another 'class who wish to leave tire country purchase to obtain a good price for the improvements With the careless and improvident it is a matter of indifference who owns the land he is ready to leave or remain hold on or sell out to those who will buy the land from the original grantee 1 know very many families who are waiting to purchase from me tire land they have settled on as soon as the boundaries are defined by Government survey to such families I would give every facility in time and price 1 am yours respectfully Thomas Larkin Arrival of thB Cupper Ship Great Republic The celebrated clipper ship Great Republic Limcbnriior arrived yesterday in 91 days from New York making tho fifth best voyage between the two ports The Great Republic is a mammoth ship measuring 3337 tons but carries over 5000 tons assorted "cargo On her present voyage she made the 'run to the line in fifteen days' and eighteen hours heating tlie best time ever made before by thirty hours She was forty-six days to the Horn and seventy-three days to the equator in the Pacific and eighteen days from thence to tire Heads making the whole voyage in ninety one days from port to port TheGreat Republic 325 feet long is rigged with four masts draws 24 feet of water and brings about 5000 tons of cargo One great feature of this vessel's sailing is that during the whole voyage she has not had her top-gallant sails taken in no matter how lmfid the She came round thf Horn with skysails set fore and aff rolling off the log from twelve to fifteen knots per hour Her last run was 417 miles Oapt Limcburner lias won new laurels both -for himself and his magnificent ship this voyage IIkxry A Expedition The Sacramento Bee learns from a private source that a good many of tire expeditionists who started down with Hon Henry A Crabb for the Gadsden Purchase having also an eye on Sonora are reported ah having concluded to' abandon the enterprise Ve are indebted to Messrs Long Morrison Ashley and Dosh for legislative docu- perplexities of business and fori religious devo- tion in accordance with the laws of God and the customs of all civilized countries Many of our business men have assured us of their entire Concurrence in tiie views expressed in our article last week and desire that we should continue to urge the matter upon the attention of the legislature They say that the evil cannot be remedied except by law for if all the present dealers should enter into an agreement to close their houses on the sabbath they would be ruined by the opening of new establishments The passage of this law would confer a -benefit of two-fold character It would have a potent influence in doing away with the baneful cus- i tom so prevalent among miners of meeting ev- ery Sunday at their villages or trading posts for business recreation or carousal The facil- ities which these holidays afford the gambler and rumsellcr are too obvious to require com- ment It would also afford an opportunity for a large class of our most permanent and respectable citizens to avoid the care perplexity and immorality of transacting business on the sabbath to which as good citizens desiring the well-being of society they must entertain an invincible repugnance Wsi II Rhodes!
