Henry Mello, D-Monterey, establishing the attorney general's Bureau of Medi-Cal Fraud as the lead agency in handling crimes against nursing home pa-, tients. However, before doing sob Monday, the governor deleted? $115,800 in state money that' would have made the program eligible for three times that amount in federal matching funds. In the meantime, Deukmejian signed another bill by Mello, SB1220, making it easier for the state to appoint outside administrators to nursing homes that en danger their clients. Mello predicted thaT his bill, 3 which takes effect Jan. 1, will lead the Department of Health Serve: ices to move more quickly and more often to intervene when patients are threatened.

the past, we have faced with a terrible dilemmawhen a nursing home got to the; point it was dangerous," Mello said in a prepared statement. "We could either close down 3 the facility and force everyone to a move which is a real crisis fot! 3 the frail elderly or we could go through a lengthy legal process In the meantime someone could die." Deukmejian said in a brief message regarding the attorney. general's program that fund pro-3 posals should undergo review by other agencies in state, federal and county governments that already investigate nursing home? complaints. "It is important that we develop a carefully coordinated program that is subjected to the mal budget process at each governmental level," he said. Earlier this month, AttorneyGeneral John Van de Kamp, nursing home ombudsman, and the son of a patient who died from gangrenous bedsores urged the governor to sign the bill.

Van de Kamp said putting his office in charge of the cases would bring more prosecution. FALL SALE detailed. In nylon velvet tweeds in rust, naugahyde. blue, beige, brown and grey. Warm up your home this fall for less with these genuine La- recliners! Reg.
