Mine Bureau Would lose Safety Task PITTSBURGH (UPI) ~ The U.S. Bureau of Mines, often accused toy the United Mine Workers of America of laxity in enforcing coal mine safety, will lose that responsibility under reorganization of the Interior Department announced this week. Stephen A. Wakefield, assist* ant interior secretary, said the bureau's safety enforcement duties would be assumed by a new office of Mining Enforcement and Safety Administration, one of five new offices created to avoid internal conflicts of interest in the depart- ment't^dual roles of promoting and goVerning energy resources. Talka at Convention Wakefield announced the reorganization In an address to the 1073 coal convention of the American Mining Congress. Four of the new agencies will deal solely with energy resources. The UMWA's criticism pointed to a possible conflict of interest in that the Bureau of Mines, which primarily has been concerned with research and production, might not adhere to strict enforcement of mine safety measures at the expense of productivity. The official said Interior Secretary Rogers C. B. Morton had signed the order for the new offices Monday to help carry out "the directives of President Nixon's April 18 energy message." In addition to the Mining Enforcement and Safety Administration, the reorganization created offices of Energy Conservation, Energy Data and Analysis, Research and Development, and Land Use and Water Planning. Stop Regulation Wakefield also suggested an end to federal regulation of natural gas prices, which t h e petroleum industry has blamed partially for an Impending gas shortage. Removal of the prices, now set regionally by the Federal Power Commission, would ease the country's energy problems, he said. "Energy has been a cheap asset in this nation," said Wakefield. "But now, we have got to have competitive pricing in the natural gas as well as the coal industries, and hopefully this will make the consumer more aware that energy is a precious commodity." The petroleum industry has claimed that low natural gas prices over the past two decades discouraged industrial consumers from developing other energy sources! It said an impending gasoline shortage developed because natural gas depletions last winter forced many consumers to switch to fuel oil. Key to Problems Although characterizing coal as "the key to our energy problems for the next 20 years," Wakefield said the United States would have to rely increasingly on oil imports for at least five or six more years because it lacks alternate energy sources.
