John Q, Public Could Help X By GENE BERNHARDT ^WASHINGTON (UPI) - The muse has undertaken what IBay very well be an extensive Hercise in legislative futility, a S Jrt of sheathed "night of the ing knives" move to overhaul _ g committee system Washington Window •*)tt isn't the type of thing that Hcites the public's interest, ||te Watergate or a story about '^opless radio" or the possibility of gas rationing. And that's unfortunate. | Empires built by key chairmen over years of careful manipulating and dealing could topple, but, probably won't. That possibility doesn't really grab much of the general public but for members of the club it's akin to political death. Drastic changes that go to the heart of the way Congress operates—the committee system—are not likely without a groundswell of public opinion, and don't hold your breath until that happens. The old 92nd Congress ended with a typical crunch of legislation, some of it major, being rushed to the House and Senate floors at all hours of the day or night and being passed without debate or even the benefit of a report on what it all meant. Speaker Carl Albert called it a nightmare and huddled with Republican Leader Gerald R. Ford to find out why House committees sat around for the first three months doing nothing and then waited until the last 12 days to rush 80 bills to the floor. i | The two leaders came up with the bipartisan idea of a study committee, but they said not only should the question of how to get more action earlier be explored but that the whole committee structure, last overhauled a quarter of a century ago, should be looked at. That involves jurisdiction and that's where the rub comes— and the knives start to rattle. It's like telling your neighbor how to take care of his backyard. Albert and Ford, appearing as witnesses—the first time in 100 years a speaker testified before a committee—set Stand and bipartisan tones, suggest ing gently that maybe some committees have too much to rfo and others not enough. Ford approached to the brink of the anspeakable — abolish some jommlttees—but stopped short in time. Piece of the Action Then came Bob Poage and Mel Price, the first of the committee chairmen to give their side of the story. The predictable happened. Poage said not only should his Agriculture Committee keep wnat its got but it should get a Police Seize IRA Members. BELFAST (UPI) - A police spokesman said today that security forces smashed a branch of the Irish Republican Army's extremist Provisional wing, detaining 12 key members and seizing a cache of weapons. THE "PROVO" unit, police said, was formed at Strath- foyle, near Londonderry. The Police spokesman said a reinforced task force of the joint Royal Ulster Constabulary and military police broke up the unit and seized the weapons before the group could go into action in Northern Ireland. In violence late Monday, police said, bomb blasts wrecked a country newspaper office in Cookstown, 40 miles west of Belfast, and a north Belfast warehouse belonging to the Nestle Co. There were no injuries. THE SECURITY crackdown in Northern Ireland, army sources said, was part of an intensified intelligence effort Weapons aimed at averting violence during a series of forthcoming elections in the province. Local elections are planned at the end of the month and elections for a new general assembly are scheduled in eight weeks. In the Irish Republic, police arrested four men Monday during security checks in the border town of Dundalk. The men, who were not named, were to appear at a special criminal court today. piece of the action now going on in merchant marine, judiciary and foreign affairs. Price said his ethics committee is operating under a mandate that is ambiguous and should be clarified, but not cut back. One can just about say now what the rest of the barons will have to sly when their turn comes to deflnd the empire. The main thing going for John Q. Public at this point is a toughminded study committee chairman', Richard Boiling of Missouri, who has long maintained that the House is out of order and that only strong medicine can drag' it kicking and screaming into the age of reform.
