ISM. The Jefferson County Normal Institute commences 'next Monday at OskaloQso. Every teacher in the country should be rroseut, as this sesiion will bo an unusually interesting one. The new law regulating teacher's certificates has made some very important changes. Under it all certificates below tho first grsJo are void after Jan.

1 1,883, and all are required to pass satisfactory examination in Physiology, especially on the effect of Stimulants on the human system. This will be an interesting feature in the instruction given. Again, tue term ol ceruacates has been lengthened. So that a holder of a first grade certificate has a license for three years, good in any country in the state. The second grade is good for two years, and the third for one year.

Tbe theorv and practice of teaching forms an important feature in the examination of teachers. The questions to be used are prepared by the Stale Board and will bo largely based on tho Course of Study for Normal Institutes. So it behooves evory teacher to attend tho JS'ormaL Teachers should go with the determination to put in a guod month's work. Do not put off going a day, as you may lose something of vital importance. Let the session of 1885 be largest ever had, and let it do the most good to this county in fitting oitt a splendid corps of teachers for the coming'year.

Another obange iu the school laws brings another important question to me iront. ne new law on a uniformity of text books repealed the old law regarding the five j'ear's adoption. So there is no law virtually limiting the time for a change. School Boards should toko action at tho next school meeting, and elect a delegate to represent them at the convention. It is of tho utmost importance that the question of text-books should be definitely settled.

We advise carefulness of selection. So that no miftake may be made. School books like agricultural implements are subject to improvement in matter and general make -up. Home books are of little use. The best books should be chosen.

It is a mistake to think that any book will do. So any plough will do. There is as much difference lnsctiool dookb as tnere is in wagons or houses. Seo that you get the best for your money, and you advance your own interests in the advancement of your chiidroc. notice an important article on school elections by Pres.

The Supreme Court of Missouri has in a late decision held that pupils are under the control of the teacher on their way from school, and may be punished by him for any misconduct on tho way. The decision of the court is betsod on common law, and argr.es from the position we have always taken. Our courts can take no other position. We go farther and say that a good teacher has control at all times and in all places. "When wo say control, we moan a moral control that influences his pupils for tho right and against the wrong.

"We close this column with this ifEue until the opening of the ecbool in tbe fall, when we shall try to keep awoke tho interest of the public in our schools as in tbe past. It soon began raining, and everybody started for a placo of shelter. The Indian and Cow Boy exhibition was not to be interfered with by the rain, however, and there were some very amusing performances on Broadway. The Caliithnrcpians, the Light Artillery, were equally defiant of the weather, and gave some most laughable exhibitions.
