Many to Feel Impact Of Classroom Television THE a KANSAS CITY JACKSON By Jeff Price A ameer of The Star' Staff Television-hardened students know it right away but when teachers throughout Greater Kansas City switch on classroom TV sets Oct 2 be a whole new ball game in instructional That is the feeling shared by the staff of Channel 19 KCPT-TV the public broadcasting arm of Community Service Broadcasting of Mid-America (CSB) which is offering expanded and upgraded instructional programing for 27 area school districts within its 60-mile broadcast range The campaign to persuade financially strapped school districts to sign on with KCPT continues but enough have agreed to insure instructional programing five hours a day five days Thursday August 17 1972 vision screen for group viewing its holdings to CSB which in turn benefited from yet another casualty the bankruptcy of KCIT-TV commercial Channel 50 KCPT is the bud cloned from tired old roots CSB was the sole bidder at the bankruptcy auction last November for studio administrative offices and most important its television tower On Jan 1 KCPT inherited license The next step was an ambitious million-dollar funding program for equipment purchases and program devel-opment Important support came from the community $175000 the Kansas City Association of Trusts and Foundations $200000 and the federal government $465000 KCPT went from bud to full blossom in a matter of months Armed with solid financial backing and the promise of color broadcasting top-quality programing produced nationally and in Canada and the most powerful signal in town (1125000 watts five times that of KCSD Mrs Doyle took leave of her newspaper job and set out to enlist every area school district public and parochial in the ITV crusade She campaigned hardest of course in rihe 12 largest districts headed by the 69000-pupil Kansas City district but she forget the smallest Lone Jack in Jackson County with its 289 students from kindergarten through high school Mrs Doyle appears to be the perfect choice for the recruiting job When CSB officials pried her away from The Star for a year she had been the education editor nine years She knew the ins and outs and the important people of the education profession been writing about ITV since it first went on the she explained been very See SCHOOL on Next Page a week for 30 weeks of the 1972-73 school year KCPT grew out of the pioneering effort of KCSD the Kansas City School educational television station which began televised lectures in 1958 It was called ETV educational television then Today instructional television is the term in vogue among educators indicating a subtle but significant shift from the early days when ETV was heralded as the salve for all aliments afflicting education: The teacher shortage the quality of teaching the explosion of knowledge the uneven quality of black and white schools urban and rural and of north and south east and west and the problem of what to do with the slow learner The instructional label signifies perhaps the descent from utopian ideals to a pragmatism where television in the classroom is just another tool like textbooks library books and a host of audio-visual aids think the whole idea of instructional television was born 12 to 15 years too said Mrs Patricia Jansen Doyle instructional consultant to CSB Kansas City School District was the sole underwriter for instructional television and it have the budget to do really exciting shows and because of financial problems even the shows the district was able to rent were several years When KCSD shriveled for lack The work is feverish at 2100 Stark the site of KCPT public studio and tower as Channel 19 staff members ready instructional television (ITV) for an Oct 2 launch date Technicians are uncrating transmissin gear and administrators are outfitting the instructional program Work to get the station on the air and to enlist area school districts in the ITV network has perhaps necessarily overshadowed educational planning specifically how to mesh ITV programing smoothly into a curriculum This does not mean the educational impact of ITV has been ignored However the organizational logic at Channel 19 seems to be get the ship in the water then look for The inefficient integration of television and classroom has been a major factor in the failure of ITV to revolutionize education as predicted when educators first turned to TV 14 years ago The problem is in a sense double-barreled The most obvious application is scheduling For example Mrs Karen Gruber second-grade teacher at Norman Elementary School in Kansas City said there were times when ITV programs pertinent to her class work came during recess or at lunch time In another instance a documentary on hygiene flickers on the screen in the middle of a reading class The second area where integration can break down is with the teacher Put another way what role does the teacher play in the interaction of television and pupil? televised teacher can work with the classroom teacher but not in spite of says John Haney professor of speech and theater at the University of Illinois-Chicago Circle Mrs Patricia Jansen Doyle instructional consultant to Channel 19 is aware of the problem To minimize the issue she is relying on most impressive asset a collection of excellent instructional programs to carry the burden for the first year of the TV lessons are so she said teachers have to learn how to integrate them They are complete in And some science programs she continued are so clear they would be better without the teacher enhancing them Most teachers though would be happier if they could order their television fare tailored to classroom work think the classroom teacher has to select what he or she is going to use then follow It up with discussion in the classroom in order for the child to get the most said Mrs Gruber Channel 19 plans a 3-pronged program to strengthen the educational impact of ITV but implementation will take time First an ITV council was set up with a subcommittee on curriculum to select appropriate programing Screening of available programs and re-evaluation of those already in use will continue throughout the school year Second KCPT will offer instruction in the most effective use of ITV In addition Mrs Doyle said hope to take on an experienced teacher who has expertise in conducting workshops to help teachers understand what the program is all about and how to use it in the Third Channel 19 will conduct a year-long survey to ascertain the effectiveness of ITV and the extent to which programing is utilized The study will weigh a random sample of administrator teacher pupil and parent opinion think the initial year is that Mrs Doyle said will be a learning experience for everybody We know going to happen (educationally) this fall I think have to find out most 1 HIWAY WHY SHOP ALL OVER TOWN FOR AUTO PARTS ACCESSORIES?
