away by my petty dispute over By Wayne Mitchell and Michael Fancher Members of The Star's Staff Jefferson City Sen Earl Blackwell (D-Hillsboro) said today a proposed constitutional amendment calling for a public vote on all tax increases would not be placed on the ballot until he has been elected governor Senator Blackwell confirmed he had told a campaign aide not to file initiative petitions containing more than 160000 signatures with the Missouri secretary of state to place the proposition cm the general election ballot in November Meanwhile promoters of a 730-million-dollar transportation bond issue for Missouri were to file petitions containing more than 100000 signatures with the secretary of state late today to place that measure on the November ballot The proposal needed about 93000 signatures or 8 per cent of the number of votes cast for governor in the last election in seven of 10 congressional dis tricts Petitions were to be filed by 5 pm today If passed the constitutional amendment would authorize gasoline taxes and other highway users fees to be used for purposes other than roads such as rapid transit development in Kansas City and St Louis It would also replace the existing state highway commission with a transportation commission holding authority over all forms of transportation The bond issue would include $475 million for highway construction $180 million for rapid transit in the two urban centers $30 million for airports $30 million for county bridges and $15 million for bus systems in several municipalities The proposal has been strongly opposed in rural areas and by highway interests who predict diversion of road funds eventually will destroy highway program Opponents have claimed that 48 county courts 55 city councils 33 Chamber of Commerce groups and 46 other organizations in the state are against the plan Backers of the bond issue say it could attract as much as $14 billion in federal and other matching funds for Missouri The bonds would be retired in 25 years through recently-passed legislation increasing the state gasoline tax from 5 to 7 cents a gallon supporters contend The antitax amendment had been a mainstay of campaign for governor and it would be difficult to state what effect the surprise move might have on his campaign Some believe it could alienate both campaign volunteers and those persons who signed the petitions know that many people including my friends will say that my decision not to file the petitions is not Senator Blackwell said I have never been a reputed smart politician I do
