Community Service Broadcasting of Mid-America Inc (CBS) voted unanimously yesterday to center its efforts on improving the broadcasting facilities of KCSD-TV Channel 19 Meanwhile CSB delayed action on whether to seek permission from the Federal Communications Commission to operate channel 30 at a later date as a second educational television station here The board's action means that it will concentrate its efforts In the next few months to converting channel 19 to color and to increasing its power to the strongest TV signal in the metropolitan area It will do this at facilities formerly owned by KCIT-TV which CSB bought at a bankruptcy auctior on Oct 30 CSB plans to take over op- Santa Fe NM New state government has moved into the financial big league In his budget request for
