each viewing and listening market AH cable systems would have to carry the signals of all stations within 35 miles by the school district for instructional programming with the balance provided by CSJB with funds raised for public television The cost of noninstructional programming since last January has been borne by CSB which was formed last fall A series of meetings led to the1 school decision last summer to encourage the license transfer to a nonprofit corporation The CSB board is composed of 26 area business civic and education leaders The school board proposed recently that CSB amend its bylaws to provide that one-third of CSB board members be selected from the field of education and that two of the board members be selected by the Kansas City school board and a third by the superintendent of schools or his designee When final agreement is reached between the two bodies for the license transfer a joint application will be submitted to the Federal Communications Commission for approval of the license transfer in the cost planning and use of instructional programming By spreading the cost among 154 area school districts higher quality instructional programming for the benefit of 300000 children might be delivered at a cost of about one dollar a year for each child The Kansas City school district is now spending about $1 80 for each of its 70000 students Byron Shutz a member of the Kansas City school district board who was delegated to help work out the transfer of the license from KCSD-TV to CSB said every step taken so far by the school board has been the and a good picture of how these two media eventually could benefit the school He said problems in financing the Kansas City school district have made it impossible to generate the kind of funding of other major school districts in the metropolitan area in sharing in the financial support and use of channel 19 the entire metropolitan area will benefit We want to do everything we can now to be as much as 3 million dollars In either case government grants for equipment on a 3-to-l matching basis may have to be spread over several years because of limited sources of federal funds Minimum annual operational costs for CSB probably would be about $400000 to maintain a professional operation according to Wadsworth The major part of the annual operating budget would have to come from local sources However that level of expense is a few years away If the channel 50 properties are acquired the present thinking of CSB is to place the channel 19 antenna on the channel 50 tower when funds Police have issued warrants for two men charging them with manslaughter in the death of Kenneth Rice 36 who died at the General Hospital yesterday Rice died shortly after he was taken to the hospital yesterday with injuries apparently deceived Aug 13 in a fight with the men named in the warrant Mrs Ella Rice told police her husband was arguing with the men at her home at 405 the Paseo when the fight began She said the men hit her husband several times with their fists causing him to fall backwards She said he struck his head on a cement walk in front of the home Mr Rice was born In Douglass Kan and lived here eight years He was an employee of Curts Labs Inc He was a veteran of the Korean War He leaves his wife Mrs Ella Rice three sons Kenneth Cleo and Dwane five daughters Patricia Diana students Also down the road would be programs originated- locally some for local consumption some suitable for broadcast on the national public television network Either station could provide a forum for examination of important local issues Live coverage of political debates and the deliberations of public bodies also would be pos sible Parenteau noted that cable television and public television are compatible Television sets on cable more than 150 miles from Kansas City get better reception now from channel 19 than most sets in the Kansas City area television is no harder to tune and it comes in just as well as VHF (commercial) he said A franchise for cable television in this area may be granted before the end of the year However it may be several years before there will be cable television subscribers in significant numbers in this area Donald Taverner Washington president of the National Cable Television Association who was hired as a consultant to the Kansas City school district last month recommended the acquisition of two public channels and suggested a multimedia approach which might include FM and cable operations Taverner who formerly managed the two metropolitan Pittsburgh educational stations said the majority of funds should come from the public to avoid the creation of vested interests In the instructional area CSB would provide programming to confederation of students in college government yesterday chose as president a woman active in radical movements over a law student who campaigned for a turn to involvement in electoral politics It was the second time that student leaders interested in es-tablishing political power through registration drives for the newly enfranchised 18-20 year olds were unable to pull the NSA from its position in the forefront of the radical student movement The president is Miss Marjorie Tabankin a 23-year-old graduate of the University of Wisconsin She has been active in establishing legal defense funds for and non-p i co-operative stores in university A year ago at the NSA conference she co-authored the May Day resolution that led to mass arrests in Washington this spring in an attempt to shut down the government That effort was co-ordinated by John Froines and Rennie Davis two of the Chicago Seven defendants both of whom have consulted frequently with Miss Tabankin here electoral process in many instances has not worked and it has not stopped the genocide in Miss Tabankin said She also was the choice of David Ifshin the outgoing president Ifshin best known for his trip to Hanoi last fall to negotiate for NSA a peace with North Vietnamese students will leave tomorrow for an international student conference in Santiago Chile which is expected to declare solidarity with the populace of Indo-China including Communist controlled countries electoral politics but it failed by a slim margin Craig and other merger proponents were accused of being controlled by Allard Lowen-stein a former member of Congress who heads the liberal Americans for Democratic Action Although several of the persons involved had previously been on staff they denied he was directing their activities Lowenstein was the organizer of the movement of 1968 that drew a large percentage of its workers from NSA Craig responded that radical students had teamed with blacks and Chicanos to prevent the formation of a broad based student group and keep NSA in the control of radical movement leaders He particularly cited a take-over Thursday night by militant minorities that stopped the convention just as tbe votes had been taken on the merger issue but before the successful two-thirds vote had been announced After a recess the vote was overturned and the merger was rejected tional York travel agencies that are now defunct and under investigation Convent Will Open Center To House Elderly Women slacks Nixon Asked to End Pier Strike Denver Gene Moos president of the National Association of Wheat Growers has urged President Nixon to bring the West Coast dock strike to an end and to prevent threatened strikes along the Gulf and East Coasts next month The NAWG meeting here instructed Moos to meet with management and labor representatives involved in the West Coast strike to discuss the effect of the walkout on income and the national economy In a telegram to Nixon Moos said work stoppage prevents the flow of wheat and other American products to existing markets which have been developed jointly through producer and government than a spokesman for the organization said stoppages destroy markets which contribute greatly to our balance of payments For example Japan our No 1 customer for farm products has already started buying wheat from Australia and A residence and activities center for senior citizens will open Wednesday in the convent of the Redemptorist Church Linwood and Broadway The center will offer 22 private living units for elderly women of the Redemptorist parish Facilities at the convent include private rooms with lavatories intercom telephones dining room chapel and recreation room The Rev Raymond McKee church pastor said the center is not a nursing home and persons admitted would be required to care for themselves Rooms at the center will be provided at a basic monthly rate a $150 to $250 depending on the room size However Father McKee said if the minimum cannot be paid feel sure that some method can be found to make up the Residents of the home will operate a telephone service celling each day on other elderly persons living alone Volunteers worked most of the summer to renovate the facility All rooms were repainted and the interior redecorated The residence will be directed by Sister Vita Marie a former teacher at St Academy and will be staffed by the Sisters of St Joseph Eighth-grade students at Redemptorist School will run errands and visit residents Father McKee said he had hoped for federal aid to fund a parish-sponsored facility for the elderly but so far no money had been obtained the meantime however our people need he said we are beginning our program with the facilities we have Father McKee said
