bloody outbreak iu Soutli Dakota Frank Root formerly of Hartford but now a traveling man in the west wdio is east visit ing his brother Dr Root has a matiia for the collection of Indian relics and during the last few months lias been most successful in securing many articles captured from the Sioux trilnj after the defeat at Wounded Knee South Dakata near the White river The entire collectiou is on exhibition in the south show window of Simmons shoo store No 370 Main street Hartford One of tiie rarest specimens is a war bonnet which hud been worn by some medicine man or chief This is one of a number of articles secured by Mr Root from tho transportation agents of the reservation near the battle-fields The articles had been cached jn a pit by the fleeing redskins and were only discovered by accident Tiie mules on the transportation wagons slumped ou the soft spot made by tho recent excavation and tiie stumbling attracted the attention of the driver A search was made when a pit was found which had been tilled with the choice articles of the camp and the spot carefully sodded over Mr Root was fortunate enough to secure many of the relics captured The war bonnet is a headdress which would inspire any chief The body is covered with bear skin with pony tails hanging from either sido while the top is surmounted with two eagle claws and the typical eagle feather Tiie edge is in fancy work of dyed porcupine quills with bristles as a crowning feature Dangling from tiie back is tiie scalp of a wiiite woman the brown hair being fully a yard in length and fine as silk There is also a pony tail dyed iu fanov colors hanging from one side A ghost shirt is also a specially choice relic after tiie part the ghost dance played iu the recent disturbance Tiie shirt Is a Mexico was found on the field and must have been the property of one of the Sioux chiefs It is closely woven by hand from colored material dyed with natural vegetable dyes It is edged with eagle I have read with interest the controversy between the Hartford Courant and The Republican as to the analogy of town-representation in the lower house of tho Connecticut Legislature and state representation in tiie United States Senate Excuse me for saying that pith of the does not seem to me to have been really got al although yon have stated the problem as it should die stated The Republicai has justly said that the conditions state and town representation are no the same but the essential difference of conditions has not yet been given us This difference may be put thus: The American Union is made up constitutionally speaking of federate states Connecticut however or any other member of the Union is not made up of federate towns but of a unified mass of people the town being only an integral part of the general government Fed eration is a matter of concession and contract as a recent writer on politics lids said The states independent political organisms yielded up a part of their sovereignty to the American government The recognition of equal representation in the United States Senate shows that the states looked on each other as coordinate bodies each free to regulate its own affairs Now the towns it is true in the very earliest days of New England settlement regarded each other similarly as independent and coordinate political units But that feeling corresponding to a state of affairs long gone out of mind has passed entirely away was gone even before the Revolution and would not be remembered to-day but for the anarchronism of equal representation of towns which was its outcome The towns of New England are still self-governed but have no separate political individuality and are simply a part of the general machinery of administration in which we five Of the states as muo cannot yet be said Although fast und ergoiug the process of centralization they ligve not vet been absorbed in the nation and have as yet a self-conscious ness a feeling of individuality and very often separate political interests The old lines of town government no longer mean anything in the organization of a state The fines of state government are still vital and cannot safely be ignored in a national administration The townspeople make their own roads and hire their own teachers but townspeople are not interested in changing the state divorce laws or methods of taxation to suit their own purposes But the citizens of a state are interested not only in the regulation of state affairs but in the manner in which the nation levies a tariff or fortifies coasts or improves harbors according as such measures favor the state or not The reasons for such differences of feeling with corresponding differences of representation are these: The towns have become so coalesced and unified that their interests are practically cal at least no towns will take it upon themselves to exploit or oppress others The states on the contrary have widely varying interests through climate distance natural advantages etc The national Senate is a check or the more powerful states who should try to bend the government to their own aggrandizement and others oppression No such danger exists between the towns of Connecticut Town representation has net a reason for its existence while Btate representation is necessary as long as that he was not alone iu planning the robbery in and that ho Was assisted by a gaug of young fellows who had organized for the purpose of carrying out several burglaries The next store which they were to have entered was 'It was to have been done this week but the arrest of Guenther spoiled their plans Guenther gave Officer Seipel the names of tho ring leaders of the gang They are well-known toughs
