was her petition that finally obtained enough signatures to bring the bill out of the House Rules Committee Strongly backed by the Administration it is the No 2 requirement of President Roosevelt's program for the current special session The Labor Committee will ratify its informal decision to substitute a single administration of labor standards who would be an official of the labor department for a five-man board to regulate hours and wages as now provided in the bill passed by the Senate The committee will also discuss recommendations made by the American Federation of Labor A of President William Green objected to the five-man independent board He said that Federation's experience with the National Labor Relations Board which it accuses of partiality toward the Committee for Industrial Organization led it to oppose this type of administration Passage Forecast Passage of the bill was forecast today by Democratic leaders Victory by at least 50 votes was the word from Representative Pat Boland of Psnnsylvania party whip Some few who signed the petition will not vote for the bill but a number who failed to sign will vote for passage Labor pressure from back home will prove effective The bill will largely be effective in the South in raising wages and increasing purchasing power of unskilled and semi-skilled workers as well as many skilled workers who have no union protection and are not likely to get it soon Wages of four five six and seven dollars a week are common for example in many garment plants which have migrated South in the last two or three years A minimum of $12 $14 or $16 a week would double the weekly wage in many pay envelopes Chief opposition to the bill in both House and Senate has come from the South Final enactment of the measure at the special session is regarded as unlikely since House passage must be followed by conference with the Senate over differences in the two bills The adjustment may require some time A to Submit
