get public support for electoral college reform if leg islation is enacted this year do away with this unfair method of Thurmond reminded constituents in a letter that strong public sup port enabled Congress to pass la bor reform legislation in is little question as to the need for electoral college re he said present method is grossly unfair in addition to thwarting the popular will he add ed instance one popular vote in New York can pack 15 times the power of a single popular vote in Delaware A one vote margin in popular votes can tip all of New 45 electoral almost one fifth of the votes needed for to' one candidate while a one vote margin in Delaware would only give a candidate three electoral votes question is not whether to change the present system but Thurmond said plan which would abolish thd electoral college gravely and unnecessarily endangers state con trol over election machinery be cause the members of the elec toral college are state officers proportional plan would accurately Reflect the popular will but it lacks appeal because of its required computations down to three or four decimal points on a state by state basis and then na tionally It would also encourage numerous splinter parties long a weakness in the rench political system district plan maintains the electoral college as a buff er against further erosion of the rights of the states permits voters in each state an equal voice by letting them Vote for three elec State Loses ive In Violent Deaths By THE ASSOCIATED PRESS Violence claimed at least five lives during the weekend in South Carolina A car
