Woman Educator From Sussex Heads State Board Of Education RICHMOND (AP) A woman educator for Sussex County took the helm of the State Board of Education Friday as her predecessor cautioned Virginia to steer a middle course in public schooling. Elected president ot the board Miss Ann Dobie Peebles of Stony Creek. She succeeded F. Powell Jr. of Rich- who warned that Virginia 'cannot- remain "entirely immune" from the strife which has swept over education in other states.

Miss Peebles received her of arts degree from the College of William Mary and did graduate work in political science at the University of Virginia. This is her second four- year term on the board. Powell, along with former Gov. Colgate W. Darden is stepping down after two four- year terms.

Both men were eligible for reappointment. To succeed them last week by Gov. Mills E. Godwin Jr. were retired Richmond banker Thomas Boushall and Norfolk School Board member Hilary H.

Jones the first Negro to serve on the state board in this century. In his departing remarks, contained in a 25-page prepared text, Powell said Virginia "where restraint and rationality are traditional," has been blessed by an absence of any real militancy by pupils or teachers. But since it is "unlikely" that the situation can be forever avoided, he added, school authorities should consider "appropriate preventive measures." Among these, he suggested barring the militant Students for a Democratic Society from Virginia schools. This organization, Powell said, has "made a mockery of education on some campuses and should never be permitted to establish a cell or chapter in any public school in the Commonwealth." DS already has chapters on several Virginia college campuses. Powell deplored the growing recognition of teacher professional groups as bargaining agents and said such recognition may be "the prelude to strikes or other disruptive sanctions." To combat this trend, the retiring board president said, school officials should make certain that teachers are "fairly treated in terms of compensat- tion and conditions of employ ment." Edward L. Breeden Jr. of orfolk has moved out as an ctive candidate for lieutenant overnor of Virginia.
