BE IT RESOLVED by the Senate of the State of Arkansas, and by the House of Representatives, a majority of all the members elected to each House agreeing thereto: That the following is hereby proposed as an amendment to the Constitution of the State of Arkansas, and upon-being submitted _ „ the Congregation to the electors of the State for tn hrlncr n\A htit ticabin approval or rejection at the next *£*£!££!!: is-jtaiVftSSS of the electors voting thereon, at such an election, adopt such amendment, the same snail become a part of the Constitution of the State of Arkansas, to wit: SECTION 1. Free School System. —Intelligence and virtue being the safeguards of liberty and the bulwark of a free and good government, the State shall ever maintain a general, suitable and efficient system of free public s'chools and shall adopt all suitable means to secure to the people the advantages and opportunities of education. The specific intention of this amendment is to authorize that in addition to existing constitutional or statutory provisions the General Assembly and/or public school districts may spend public funds for the education of persons over twenty-one (21) years of age and under six (6) years of age, as may be provided by law, and no other interrelation shall be given to it." BE IT RESOLVED by the House of Representatives of the State of Arkansas, and by the Senate, a majority of all the members elected to each House agreeing thereto: That the following is hereby proposed as an amendment to the Constitution of the State of Arkansas, and upon being submitted to the electors of the State for approval or rejection at the next general election for Representatives and Senators, if a majority of the electors voting thereon, at such an election, adopt such amendment, the same shall become a part of the Constitution of the State of Arkansas, to wit: That Section 22 of Article XIX of the Constitution of the State of Arkansas is hereby amended to read as follows: "Section 22. Either branch of the General Assembly at a regular session thereof, or at an extraordinary session held not less than four months prior to the next general election, may propose not more than eight (8\ amendments to this Constitution as follows: U) the first four (4) proposed amendments which shall have received a vote of at least a majority of the membership of each house and (2) such addition^ al proposed amendments, not to exceed four (4) which shall have received at least a two-thirds (2/3) vote of the membership of each house shall be entered on the journals with the yeas and nays, and published in at least one newspaper in each county, where a newspaper is published, for four months immediately preceding Ihe next general election for Senators and Representatives, it which time the same shall be submitted to the electors of the State for approval or rejection; and if a majority of the electors voting at such election adopt such amendments the same shall become a part of this Constitution.
