Bullets Square Series LANDOVER, Md. (UPI) Clem Haskins came off the bench to spark a second quarter rally and wound up with 22 points Wednesday night in leading the Washington Bullets to a 109-98 victory over Cleveland and a 2-2 tie in their NBA Eastern Division semifinal playoff series. The Bullets, playing their best basketball of the best-of-seven series, rallied from a second quarter deficit and broke the game open in the third period when Cleveland suffered a dry spell of more than four minutes. Nick Weatherspoon, in his first starting role of the year, added 19 points for the Bullets while Phil Chenier had 14. Haskins, a guard in his ninth year in the NBA and with his third club, hit 10 of 14 shots from the floor in scoring his first points of the series.

Campy Russell led Cleveland with 22 points, followed by Jim Chones with 21 and Jim Brewer had 13, 11 of them in the first half. The 109 points were the most scored by the Bullets in the series, which moves back to the Richfield, Ohio, Coliseum Thursday for game No. 5.
