Panama won the support of 13 of the 15 council members for a resolution calling for a new treaty that would give Panama "effective sovereign ty" over the canal and the Canal Zone. But the United States cast its third-ever United Nations veto to defeat the proposal. The mood of the meeting was also unusually bitter, with frequent sharp exchanges between U.S. Ambassador John Scali and Panama's Foreign Minister Juan Antonio Tack. Panama felt, however, that it had achieved its aim of drawing world attention to the canal issue and to the highly- visible United States presence in the heart of its territory. As Tack put it in the final session in Panama City on March 21: "The United States vetoed the Security Council, but the world vetoed the United States." Now, following the successful meeting, Panama's new strategy is to mark time and "wait-! and-see." The basic issues at stake are simple. In 1903, the United States helped Panama break away from Colombia and gain independence in exchange for a treaty allowing the United States to build a canal across the isthmus. The United States was given control "as if it were overeign" and "in perpetuity" over the waterway and a strip of land roughly five miles on either side of the canal. Since then, the United States has flown its flag, has operated the canal and has administered the Canal Zone just as if it were part of the United States. Panamanians, on the other hand, have long objected to what the present regime calls "a colonial enclave in the heart of our territory." And after anti-American riots in January, 1964, in which 21 Panamanians and four Americans were made new concessions but, compared to 1967, Panama has sharply increased its demands. Finally, in December last year, Panama lost patience and decided to appeal for "world insists that there be a partial moral support" by bringing the and gradual transfer of juris problem to the Security Coun cil. The United States already has agreed to renounce its control over the canal and Canal Zone "in perpetuity' 1 and it has formally recognized Panama's sovereignty over the territory. But there is sharp disagreement over the jurisdiction question. Panama wants immediate full jurisdiction over the Canal Zone, while the United States diction, taking particular account of the wishes of the 40,000 American citizens who reside in the zone. As for any new treaty, Panama wants it to run only until 1994, but the United States has proposed a 50-year treaty, with possible extensions for a further 35 or 40 years.
