Carl Spaatz, has died at 83. • • Spaatz, one of the aviation pioneers instrumental in keeping the U.S. Army Air Corps operating after World War I, later served as the first Chief of Staff of the U.S. Air Force. The Air Force said Spaatz died Sunday morning of congestive heart failure. President Truman named Spaatz chief of staff when the independent Air Force was created in 1947. Spaatz retired in 1948 and since then made his home in suburban Chevy Chase, Md. Spaatz participated in combat operations in all theatres during World War II and was present at all three surrender ceremonies which ended the war. A native of Boyertown, Pa., Spaatz graduated from the U.S. Military Academy in 1914 and won his wings in 1916. Despite serving only 19 days at the front, he was credited with shooting down three German planes in World War I and won t h e Distinguished Service Cross. In World War II Spaatz directed air attacks against the Germans in North Africa and continued that work in Sicily, Italy and Germany. He commanded the U.S. Strategic Air Forces in Europe from before D-Day until the German surrender, and then moved to the Pacific theater to direct the bombing of Japan. Spaatz once remarked that "a second-best Air Force is like a second-best hand at poker — no good at all." Ford Notes 61st Birthday WASHINGTON (AP) Vice President Gerald R. Ford celebrated his 61st birthday with a small dinner party at his home. About 10 personal friends of the Fords were invited to the Sunday night dinner. The family birthday dinner was delayed until tonight when three of the vice president's four children could be there. July 15, 22, 1974 Egypt Ready to Discuss U.S. Claims CAIRO (AP) - The Egyptian government's announcement that it is ready to discuss compensation for expropriated American property will encourage new American investment in Egypt, Treasury Secretary William E. Simon says. The Cairo government announced Sunday that it would set up a joint committee with the United States to review compensation claims. Simon, who is meeting with Egyptian officials in Cairo, said about $7.5 million in U.S. claims are in dispute, and most of them date back to 1960 or before. Simon told newsmen Egypt is exploring two oil finds in the Suez Canal area and hopes to produce up to one million barrels of oil a day by 1980. He said Egypt also may be exporting natural gas in six to eight years. Pope Seems to Be Improved VATICAN CITY (AP) — Pope Paul VI, looking rested and recovered from a leg ailment, addressed a crowd of about 10,000 in St. Peter's Square. The 76-year-old pontiff spoke with a firm voice in his appearance Sunday, his first since Wednesday when he cancelled his original audience because of the recurrence of arthrosis, a joint ailment in his right knee. Sharp Increase in Red Attacks SAIGON, South Vietnam (AP) — Military sources today reported nearly 700 Vietnamese killed, wounded or missing in a sharp increase in Viet Cong and North Vietnamese attacks Sunday which the Saigon government said was intended to sabotage nationwide election of provincial and municipal councils. The government charged the Communists with 276 ceasefire violations, including 112 terrorist attacks. A spokesman said 24 civilians were killed and 120 were wounded in the terrorist attacks, while military sources reported 70 government troops and 181 Viet Cong and North Vietnamese killed, 236 government troops wounded and more than 40 missing. It was the largest number of terrorist attacks reported in one day since the cease-fire 17 l /4 months ago, but the government said 79.3 per cent of the voters cast ballots. President Nguyen Van Thieu's Democracy party is expected to win most of the seats on the councils, which are virtually powerless.
