Next month, plan trips that take in parks, history, tulips nxsn UEMJRAL This may be the summer to visit Philadelphia, celebrating the 200th birth Dolly Parton will be coming 'round the mountain next weekend to snip ribbons for a $6 million expansion to Spring, and a flower-fancier's thoughts turn to tulips. At least in a town as Dutch as Holland, which cele brates Tulip Time May 13-16. "We claim to be the second largest flower festival in the USA, behind the Rose Bowl," says festival director Todd Schuiling. Holland (population: 25,000, with 60-65 percent of Dutch ancestry) has 5.5 million tulips planted for the celebration. Also featured: Klompen dancers, street scrubbers and a 50-band parade.

And on July 16, the U.S. Congress convenes in Philadelphia for the first time since it left for Washington, D.C, in 1 800. On the exact date of the Constitutional anniversary, Sept 17, Philadelphia hosts what's being billed as the USA's largest parade ever.
