The agency did not say why it withheld disclosure of the safety system malfunction, which occured Saturday and was reportedly the first during a nuclear accident in Japan.

Although the accident caused the largest accidental radiation leak ever recorded in Japan, it did not pose a threat to humans or to the environment, added the officials, who spoke on condition of anonymity. Scott, Assistant County Counsel County of Santa Cruz 701 Ocean Street, Room 505 Santa Cruz, California 95060 Telephone: (408 425-2041 Attorney for Petitioner, Human Resources Agency The New York Times BEIJING A Chinese court Tuesday sentenced two longtime democracy advocates to 13 years in prison, the longest sentences announced in connection with the Tiananmen protests. The trials may have been the last held in connection with the Tiananmen Square demonstrations of April, May and June 1989, and they seemed to be an attempt by the authorities to place responsibility for the protests on the two men sentenced Tuesday, Wang Juntao and Chen Ziming. The court said Wang and Chen had committed "very serious crimes but have shown so far no willingness to repent." "Chen and Wang wantonly incited some persons to subvert the people's government and socialist system, gathered together some illegal organizations in Beijing and conducted a series of activities to subvert the people's government," the official New China News Agency declared Tuesday afternoon. Diplomats said Tuesday night that the sentences were unexpectedly harsh and might turn the two men, who played only a behind-the-scenes role during the protests, into heroes, at least among young people and intellectuals.

"It's an absurdity," a Western diplomat said. "They needed somebody to blame for millions of people marching on the streets, and in public it's come down to blaming these two guys." Soviet official: Foreigners plot to wreck economy The Associated Press MOSCOW Prime Minister Valentin Pavlov on Tuesday accused foreign and local banks of plotting to wreck the already foundering Soviet economy. Pavlov was quoted as saying in the labor newspaper Trud that Soviet, Austrian, Swiss and Canadian banks, had acquired billions of rubles illegally and planned to; dump them on the Soviet economy. He did not elaborate on his charge nor did he identi-; fy the banks allegedly involved. But Pavlov was quoted as saying the plot involved; the transfer of large numbers of rubles from the Soviet; Union through Hungary to Luxembourg and the Netherlands, and through Germany to Switzerland.

KGB first deputy Vladimir Grushko, answering question at a press conference, said Poland also was involved. But he emphasized that the plot was the product of individuals, not Western governments. The KGB chief had made similar allegations in December. Pavlov said dumping rubles would cause hyperinflation and allow foreign banks to buy up Soviet business-; es for virtually nothing as the country begins to privatize. The Soviet Union is concerned that the rubles accu-; mulated abroad could be dumped back into the domes- tic economy when the ruble is made convertible.
