nonpolitical and thoroughly representative group of nine South Carolina citizens whose duty it shall be to make an exhaustive study of our system of taxation with a view to making desirable improvements therein This committee would report at the next session and a reasonable appropriation should be made to carry forward this work I feel that the state should ex-tend all reasonable cooperation for new industries and it is my hope that during my administration a hundred new industries will come to South Carolina The sentiment of the people in this state is opposed to any general sales tax There has been much apprehension on the part of all the people particularly the merchants and business men that such legislation would eventually be enacted I here and now reiterate my opposition to a general sales tax and declare that any such legislation passed during my administration will be promptly vetoed There are ample indications to warrant my prediction that sufficient revenue is being collected at this time to meet the needs of our state provided we adhere strictly to a rigid program of governmental economy In this connection I earnestly ask members of the general assembly to scrutinize carefully all expenditures made by the state and to view the disbursement of public money in the same light and with the same discretion that a prudent man exercises in the pursuit of his own business There can be no finer test in my opinion as a former legislator than to ask oneself if the items included in any and every appropriation are essential and would be made if the preceding year The number of state owned automobiles which quite a number of employes use for pleasure and non-official jaunts should be reduced drastically and each car should be painted a distinctive color so when you see one in operation off the job it is instantly detected Unquestionably the taxpayers are paying a large sum each year for the operation and maintenance of many needless automobiles The license law should be revised with an eye to fairness and with a view to making it more than just a revenue measure The purchase of one driver's license per individual should bn sufficient for a given period regardless of how many automobile license plates that individual may purchase The incompetent and physically unfit drivers should be taken from our highways and more time
