"Governor Me- Leod and state officials which SENATE RATIFIES REPORT ON BONUS TORNADO CASUALTIES IN SUMTER COUNTY Washington May 1 A search in the records of the interor de partment has failed to disclose that "President Harding authorized A1 bert Fall as interior secretary to lease more than 30 00 acres of land in California naval oil re serve No 2 to the Honolulu Oil company Finney assistant secretary of the interior testified today before the senate oil com mittee Moreover the witness said the leae which is to be the subject later of a special investigation by the oil committee had not been approved by Edwin Denby secre tary of the navy at the time was executed Mi Finney agreed with Senator Walsh of Montana the committee prosecutor that the lease would not be valid without the approval of the president as such approval is required under the terms of the general leasing law Reciting some of the circum stances surrounding the granting of the lease Finney said that dur ing the Wilson administration the Honolulu company had sought patents to the land which claimecLin reserve No 2 Secre tary Lane gave the matter careful consideration he said but did not act "at the request of president in transferring the naval reserves front the control of the navy department to that of the interior department had delegated to him authority to make leases under the general leasing law without going to the presidqfnt in each instance for his approval Discussion of the Honolulu lease came up during a general recital by Finney of the history of the leases granted on naval reserve No 2 This was the first time the committee had gone fully into leases in this reserve and it expects to concludle this part of the inquiry speedily All of the reserve except 1280 acres had been leased when Fall left office Finney said adding that under Secretary Work the remainder had been leased at the request of tlie navy department The leases made by Secretary Work carry royalties ranging from 50 to 61 per cent the witness added or much higher than the royalties called for in the Fall leases Changes Made by Conferees Are Approved Bill Goes to House Revised List of the Dead and In-jnred as Result of Storm Columbia May 1 Following-conference this afternoon to con sider relief measures in the storm devastated sections of South Car olina Gov Thos McLeod is sued the following statement the need of a cen tral organization for the adminis tration of relief measures I calied a conference this afternoon at the office The conference was attended by Mr Tar rant Mrs Coleman field rep resentative of th'e Red Cross for South Carolina Groeschel in charge of Red Cross relief for Richland county and Lieut Gov ernor Jackson review of the vast amount of damage done by storms throughout the state and the great number of people left homeless and without shelter convinced the members of the conference that a central state organization of relief was absolutely necessary central committee will assume active charge of all statewide relief measures though it will in no wise interfere with local relief agencies or measures that have been undertaken to aid storm sufferers by local organizations purpose of the state committee will be to supplement these measures wherever possible and to extend aid in sections where it has been impossible to organize local relief agencies central committee will he giad to receive from local Red Cross chapters or relief agencies any surveys that have been made of damage and needs The corn mittee' will also gladly- receive ail calls for aid and will dispense whatever Information concerning relief that it may be possible to give 'As soon as possible the committee will make a survey of needs for the entire state and relief work will go forward ori the basis of the survey An ffort will be made to secure tents and supplies from the division headquarters of the Red Cross at Atlanta and these will be distributed whereveV needed and so long as they are needed The committee will receive contributions for relief work but prefers thaf- all contributions be handled through the newspapers which have volunteered their services so freely in this cause The committee is advised that Henry Baker national director disaster relief unit will arrive in Columbia Friday to supervise and aid in effecting a state-wide survey of damage and aid that is necessary I feel sure that the organization of this central committee will mean the safe and sane administration of statewide relief measures I am confident that the people of the state will cooperate to the fullest extent with the committee in its efforts and I appeal to all citizens to join with this committee in affording relief to the hundreds of our people who have been so sorely Word was received today that a supply of tents was being shipped to South Carolina from Atlanta by the Red Cross and they will be distributed to the stricken sections as soon as they arrive probably this afternoon Experienced workers were sent out to the various storm districts to make surveys of the needs of each place Washington May 1 Further indications of a determination to force a vote on Henry bid for Muscle Shoals at this session of congress was given today by Senator Harrison Democrat Mississippi leader of the Ford supporters During the Muscle Shoals hearing the senate agriculture committee Senator Harrison urged more speed in the proceedings pointing out that time was limited and at the present rate it would be difficult to bring ChO measure to a vote in the senate before adjournment He Insisted that the senate be allowed to accept or reject the measure which has already passed the house Near the close -of of the senate Chairman Norris introduced another blll for tha operation of Muscle Shoals The bill was prepared by James Lloyd Washington attorney and former representative from Missouri who described it as a compromise between government and private ownership Mr Lloyd said he offered the bill as a suggestion for solving the Muscle Shoals problem and that he did not represent any special interests The Lloyd proposal would create the Federal Chemical Corporation with a capital of $10-000000 and with stock ownership limited to American citizens It would lease Muscle Shoals for fifty years and make additions to the property) from goverpmfcht plans and at the expense- Five directors three appointed by the president and two by the secretary of agriculture would control the corporation At hearing Cummins of Tennesee appeared as a supporter of the Ford bid He told the committee he served a sentence in Bing Sing prison on the charge of wrecking the Trust company of New York which was he said at the time he purchased it in bad condition Ho declared that the man who prosecuted him Charles Whitman then district attorney- and later governor had pardoned him 'Ja unconditionally Although he hits lost three million dollars of his own motley
