Col Revert Ingersoll at his residence and asked: What do you think of Justice dissenting opinion in the civil rights The answer was: have just read it and think it admirable in every respect It is unanswearable He has given to words their natural meaning He has recognized the intention of the framers of the recent amendments There is nothing in this opinion that is strained sincere or artificial It is frank and manly It is solid ma sonry without crack or flaw He does not resort to legal paint or putty or to verbal varnish or veneer He states the position of his brethren of the bench with perfect fairness and overturns it with perfect ease He has drawn an instructive parallel between the decisions of the older time upholding the power of congress to deal with individuals in the interest of slavery and the power conferred on congress by the recent amendments He has shown by tbe old decisions that when a duty is enjoined upon congress ability to perform it is given that when a certain end is required all necessary means are granted He also shows that the fugitive slave acts of 1793 and of 1850 rested entirely upon the implied power of congress to enforce a rights and that power was one implied in favor of slavery against human rights and implied from language shadowy feeble and uncertain when compared with the language of the recent amendments He has shown too that congress exercised the utmost ingenuity in devising laws to enforce the claim Implication was held ample to deprive a human being of his liberty but to secure freedom the doctrine of implication is abandoned As a foundation for wrong implication was their rock As a foundation for right it is now sand Implied power then was sufficient to enslave while power expressly given is now impotent to anything ever Exhibited in the City Iron Mountain Mich Nov 21 There is intense excitement here over the strike Albert Conro general superintendent and fcVan Dyke vice-president of the Menominee Mining company arrived from Milwaukee They were preceded only ten minutes by a special train carrying fifty of men and thirty deputies sworn in by the county sheriff The miners held their customary meeting in the afternoon and dispatched a delegation to the office to learn what action was proposed to be taken in regard to the strike They were told that every man in the mine would be paid off to date as soon as the pay-roll could be made out and the mine shut down for the present and probably all winter When the answer was received at the meeting another delegation was sent out to see the engineers and pump -runners and ask them to stop work The action was prearranged' evidently for immediately every engineer andpump-runner in the mine left his post and it is now slowly but surely filling with water Three hours will suffice to put the mine in such a condition that it will be dangerous for men to go in and start the pumps again and twenty-four stoppage of the pumps will flood the mine The engineers say they are afraid to remain at their work fearing violence at the hands of tiie strikers but it is believed they have agreed to stick with the men Despite the protection which has been guaranteed by men none have thus far been induced to return to work and it is now thought that the strikers have the company where it must give in or see the property ruined No riotous outbreak seems imminent Lieut Hay in charge of men says he is here to protect property that if there is bloodshed the trouble will be brought on by strikers Fully 7000 men are parading the streets cheering as they go along stopping occasionally to allow the leaders to make speeches The leaders advocate peace and moderation and employment of all lawful means to carry their point Only once did the strikers seem to lose their heads Half a dozen of men carrying Winchester rifles were received with groans and hisses It is further said that the strikers have nearly 300 Winchesters stored in a place where they can lay hold of them at a notice but this is not generally believed The strikers are apparently more determined than ever Other officers and stockholders of the company will arrive when there may be Champaign Illinois Chicago Nov 2L The Times has the following special from Washington City: It is expected that a reorganization of the senate wiil take place some time in December without opposition on the part of the Democrats They resisted the general change of officers and employes when parties in the senate were evenly balanced and the Republican majority was obtained by an arrangement with Senator Mahone but the conditions have now changed and the Republicans have a majority without counting the two Virginia senators both of whom will probably vote for the Republican caucus nominees The candidates whom the Republicans attempted to nominate were Mr Gorham for secretary and Mr Riddleberger for sergeant-at-arms The last-named gentleman has since been elected a senator by the grace of Mr Mahone while Mr Gorham remains out in the cold It is understood that he still aspires to the vacant secretaryship but the most reliable Republican opinion here is that he will have to fight his battle over for the nomination by the caucus with greater obstacles in his way than there were in the first instance It is ac knowledged that Mr Gorham was a very efficient secretary during his official term but at least some of the Republican senators think it would be politic to take up some new man The present Democratic employes of the senate owe their continuance in office to the independent and conservative course of Judge David Davis who held the balance of power between the two parties and used it to compelj a fair division of patronage the Democrats retaining the offices and the Republicans taking possession of the committee clerks and minor places and control of the committees Now the Republicans will take possession of all of the offices and legislative machinery of the senate and will have it in their power to checkmate any decisive legislation in the direction of tariff reform that may be originated by the Democratic house of representatives This fact is used with considerable force as an argument against the selection of Mr Carlisle or any other low-tariff man for the chair It is not denied however that Mr Randall represents a minority of the party on the tariff question and his opponents claim also that his tariff views are not those of a majority of the people of the whole country Assuming this to be true the anti-Randall men say a man ought to be nominated for speaker who would frame the committees with a view to carrying out the best and most widespread tariff views of the national Democratic party and the house ought to do its duty without reference to what the Republican senate might do There is still insufficient material here to occupy the whole attention of those who are canvassing for the several aspirants for the speakership but they are quite active in working upon what they have at hand and they seemed disposed to feel the pulse of each new-comer to ascertain whether it would be practicable under certain contingencies to form a combination to defeat Randall The specter of Samuel Tilden troubles the minds of many who know how warm is his friendship for Randall and there is an ill-concealed fear that the old map atGramerey park will attempt to influence the deliberations of the Democratic caucus Indeed it has leen positively asserted that one of Mr friends has possession of a private letter addressed to a member of congress in which Mr Tilden says that in his opinion wisdom and policy would alike point to the nomination of Mr Randall for the speakership as the most prudent nomination that could be made in view of the presidential contest of 1884 Whispers of the presence of the Tilden influence in this form have been current for some days and while no man has been found who will avow that he has seen the letter many say without hesitation that they have no doubt that Mr Tilden prefers Mr RandalL The ex-speaker himself when ques-tioned by a correspondent said: have no knowledge of such a letter Mr Tilden does not wnte his Then after a pause he added with a smile: think I know whom he is It has boon claimed that the Pennsylvanian would have 107 votes on the ballot but the latest estimate Teller has decided an important case involving as it does the title to the land upon which the city of Lead ville Col is situated It appears that certain citizens of Lead ville through A Green made application to the commissioner of the general land office for permission to bring suit in the name of the United States to vacate Placer patents issued to Starr Stevens Leiter and others The application was denied and an appeal was taken to the secretary of the interior Tlie secretary now affirms the position taken by Commissioner McFarland He refers to the opportunity granted at the time by the department to all adverse claimants to present their evidence and after stating that the same circumstances and allegations both of law and fact formerly presented are now again produced asks if there is never a time when litigation shall end and vested rights be settled beyond recall In disposing of this point the secretary lays down a principle which is to govern similar cases in the future Mere general allegations of fraud and says Secretary Teller will not suffice and to deliberately decide in effect in the absence of such absolute proof of fraud that my predecessor and the officers under him reach erroneous conclusion is to invite not only want of respect for the adjudications of this office and the dependent patents but endless litigation It is obvious that if such a in the house Early in the morning masked burglars entered their residence bound and gagged them and fired several shots from a revolver to frighten them and filling a large bag with money bonds and silver-plate partook of a hearty lunch and departed Detectives are searching for the thieves but thus far unsuccessfully The amount taken is not known but will aggregate several thousands of dollars in value About Vinegar Washington City Nov Commissioner Evans was not moved by the protest Of the vinegar manufacturers against his recommendation that congress tax the alcohol used in the manufacture of vinegar The commissioner considers the preseut system of manufacturing vinegar an invitation to fraud He does not think that the petition of the vinegar men that he put a man in each vinegar factory at the expense of the manufacturer to watch for fraud will meet the necessities pf the case He thinks the alcohol of vinegar factories should be taxed like all other alcohol and that the tax murder of Mrs Lydia Maybee and her daughter at Brook ville continues unabated on The fact that Mr Maybee has partially recovered his sight is exciting much interest in the medical pro-fession The doctors generally agree that the blows Mr Maybee received at tbe hands of the murderer acted on the optic nerve and restored sensibility of sight ien A Dodge of Iowa Pames Away Burlington Iowa Nov Gen Augustus Dodge one of the first settlers of Iowa and one of most honored citr zens died in this city at 4 pm yesterday after an illness of four days at the age of 71 years The announcement though not entirely unexpected was a severe shock to many in the community who had not been aware of the dangerous character of the disease and evoked a general expression of orrow from all classes Augustus Dodge was born in St Genevieve Mo Jan 2 1812 Early in life he immigrated to the state of Iowa and his life is it may be said a history of that state for the last fifty years He was a delegate in congress when Iowa was still a territory he was the first United States senator from Iowa after the admission into the union he was once a candidate for governor and at its recent semi-centennial at Burlington he was one of the very few persons present whose residence in the state covered half a century He was the son of Henry Dodge who served with great credit in the Black Hawk war was governor of Wisconsin territory a delegate to congress and a senator from Wisconsin from 1848 to 1857 Bosns Doctor Factory Cincinnati 0Nov 21 A bogus diploma factory has been discovered here It is located in North Fairmount a city suburb on the Cincinnati Hamilton Dayton railroad just beyond Brighton station The diploma factory is called the Health and professes to teach the system of practice Its proprietor and manager writes himself John Bunyan Campbell and those receiving diplomas from his gracious hand are not only authorized to practice medicine anywhere in the United States but are also made ministers of the gospel Dr Campbell does not comply with the state laws in that he sells to whomsoever will buy his printed questions and answer for the sum of $100 which fits the student to practice and if the student wants one of his which fits him to both practice medicine and preach the gospel he can get it by paying $50 The county prosecuting attorney has taken the rase in hand and
