Miss Emma Cameron, of Modesto, addressed the audience upon the subject of "Profession and Practice," in the course of wbich she said, Why do we sec so many common men and women, so many unhappy homes, so many worthies men tramping our feiphways, and men of strong frames, and perhaps equally strong minds, if nly they were developed, without a position with no aim in the world nothing for themselves or anyone else, existing only as a bluton our "fair land? The reason is plain, the cause is very -evident, if only we look for it. So many -want to reach tbe lop of tbe judder by a -tangle bound, and because it cannot be warned in that way tbey fall back into the abyss below an 1 frtop trying.

Piaus will be suliniitud ti tbe Board of" Harlxir Commissioners at its next meeting for the construction of a section of teawull, to extend from the south end of section 7 to the north end of section 8 which is now about completed. It will be nearly 400 feet in length, and will bring the wall across the foot ot Market street, thus necessitating a re-arrangement of theold depot and branch post office. The new section will be built upon tbe same plan as section 8 save that tbe cofferdam system will be used instead of a floating caisson. Tbe estimated cost of the improvement i3 575,000. At the completion of the newseawall.it is expected tbat arrangements will be made for an elegant depot to replace tbe old trap now being used for the purpose, a The commission has enough money to complete the new seawall and the one now in courseof construction, and, in one year, will have enough, also, to erect the proposed depot.

i West End, Alameda, Streets. The movement to cut streets through tbe big blocks at the West End, Alameda, received a set-back last Friday evening. A meeting of property owners was held in Holtz's Hall to discuss tbe opening of the street from Prospect street to First avenue, between Santa Clara aud Railroad avenues. Justice W. P.

Byler was elected Chairman, and a lively discussion took place. Tbe project was strenuously opposed by U. W. Carnes, Thomas Mills, A. Hecker, Cnarles Sturm, Mrs.

Jones and several other property owners, while those who favored tbe project were City Trustee Volberg, Theodore Meetz and August Frouiui. Mr. Meetz came in for a good deal of abuse during the evening, tbe opponents claiming tbat he only wonld be benefited bv the new street. The question of opening the street was put to a vote and lost. 3tr.

In Favor of Artesian Water. At the last meeting of the Citizens' Committee of One Hundred, the subcommittee on water supply rendered a long report on tbe catchment, artesian. Blue Lakes and Lake Tahoe systems of supply. The report favored the artesian system, because no catchment water is available and tbt Sierra lakes projects involve an expenditure of too much money. A resolution was adopted instructing tbe artesian well committee to piesent to the Council a set of resolutions demanding that that body submit to a vote of the people the question of city ownership of water supply.

A Small Picnic. The excursion and picnic of the Alameda Olympic Club and Halcyon Parlor, Native Sons of the Golden West, to Forest Grove, Santa Crux Mountains, turned out to be a very slimlv attendeVl affair, less than three hundred persons going from Alameda. There seems to be a surfeit of excursions this Spring, and they have lost their noveltv to the Alameda people. In the Justices' Conrta. It.
