A5 The Sun TUESDAY, August 18, 1987 DETROIT CRASH: Investigation begins A The Sun TUESDAY, August 18, 1987 A4 1 NATION FAA planned warninj Budget deficit set at $158 billion aC ators have modified others in an attempt the downward revision. ancing law or the $108 billion one for next year. The new estimate is down from the $173.2 billion deficit the administration had projected for fiscal 1987 when President Reagan submitted his 1988 budget to Congress in January. Fiscal 1987 ends Sept. 30.

A tax-revenue windfall, due to tax code changes that took effect on Jan. 1, was credited for most of The new estimate projects $16.1 billion more in 1987 revenues than the White House had envisioned in January. Overall, the budget office said 1987 receipts would be $858.5 billion while spending would be $1,017 trillion. The OMB, in its annual mid-session review of the budget, predicted the deficit would rise in 1988 to $161.4 billion. anti-rotation pins on a Pacific Southwest Airlines plane in March 1985, and a Muse Airlines plane in December 1986.

The string of failures caused the FAA to issue an airworthiness directive in late 1986 requiring replacement of the pins with stronger pins. The April NTSB letter said 12 U.S. and 14 foreign airlines are operating 330 MD-80 series airplanes, "many of which are potential candidates (for) this type of engine failure." As of last April, 934 JT8D-200 series engines had been manufactured by Pratt Whitney since the engine was certified and entered service in 1980, making it the world's most widely used commercial jet engine. Engineering changes were incorporated in some of those engines, and oper flight experienced a surge and loss of power in one of its engines while descending to land. The engine was shut down and the plane, a McDonnell Douglas I) -82, landed safely.

An inspection revealed a 15-inch by 1 12-inch tear in one area of the cowling (the engine's metal covering), and bulging in the covering of another area. All 44 pins used to lock stationary vanes to the outer circumference of the turbine case had fractured. The Pratt Whitney JT8D engine was involved in a similar incident after an American Airlines flight in December 1986, when again all 44 anti-rotation pins fractured but were discovered during repairs before they had broken loose. The NTSB reported other problems with the to reduce the risk of anti-rotation pin; failure. The NTSB letter said vane-cluster and anti-rotation pin failures could not be predicted without on-wing tope (X-ray) inspection or engine disasn sembly, and asked the FAA to "take im-j mediate and appropriate action." The FAA wrote back on May 29r, agreeing to begin safety inspections of all JT8D 200-series engines that had not, already undergone field after a review of the engine series' "serv-fl ice history and engine timecycle data rel-; ative to antirotation pin breakage." The FAA issued a "proposed rule- making" on July 29 calling for the man-datory periodic inspections.

Gannett News Service DETROIT Because of at least four known engine failures, the Federal Aviation Administration planned to begin regular safety inspections next month on antirotation pins in Pratt Whitney engines like those on the Northwest airliner that crashed near Detroit Metro Airport Sunday night. The rule requiring the inspections will go into effect Sept. 22, at the end of a statutory 60-day public-comment period. The mandatory inspections of the engine, Model JT8D-217A, were requested by the National Transportation Safety Board in a letter dated April 28, 1987. The letter described a March 23, 1987 incident in which an American Airlines tins woo, 3hz waxmtfi and hautu of fit U.S.

studies arms sales to Saudi Arabia WASHINGTON (AP) With Congress in summer recess, the Reagan administration on Monday was putting together a new U.S. arms sales package for Saudi Arabia that is likely to include 1,600 Maverick antitank missiles and be worth about $1 billion. The deal is bound to arouse opposition from Israel's supporters and others who question the Saudis' commitment to U.S. Middle East policy. Sen.

Claiborne Pell, chairman of the powerful Senate Foreign Relations Committee, immediately raised objections as word of the package spread. "In light of recent controversies, the direction and content of the arms sale relationship with Saudi Arabia is in urgent need of review," Pell said in a statement released by his office. Congress has the power to veto any sizable purchase of U.S. arms by foreign countries. Last spring, confronted by overwhelming opposition in both the Senate and House, President Reagan WASHINGTON (AP) The Reagan administration estimated Monday the federal budget deficit, helped by a one-time-only tax windfall, will ease to $158.4 billion this year, down sharply from last year's record $220.7 billion.

But the White House Office of Management and Budget said the deficit would creep up again in 1988-89 in the absence of congressional action to further reduce the gap between receipts and spending. Even so, the administration's new forecast of a $161.4 billion deficit in 1988 and a $165.9 billion shortfall in 1989 was far more optimistic than those of private and congressional economists. "The estimated 1987 deficit shows a record reduction of $62.3 billion from 1986 and declines to 3.6 percent of the gross national product from more than 5 percent in each of the four preceding years," the office said. The new OMB report made official what administration and congressional leaders have known for some time: There is no way of meeting the $144 billion deficit target for this year set in the Gramm-Rudman budget-bal Car breakdown prevents brothers from taking flight MAYVILLE, Mich. A California man said Monday he and his brother missed Northwest Airlines Flight 255 when their parents' car broke down about 15 miles from the airport.

And Detroit Lions wide receiver Pete Mandley said his wife and two children had reservations on Flight 255, which crashed after taking off from Detroit Metropolitan Airport, killing at least 154 people. Mandley's family decided Sunday to stay in Michigan another day. David McKellar and his brother, Robert, were visiting relatives in May-ville, about 70 miles from the airport. Their parents, Roger and Phyllis McKellar, were driving the brothers to the airport when a radiator hose failed. "We went to a gas station, trying to find a hose so we could get going," McKellar, 27, of Dana Point, said Monday from his parents' home.

"It took a little longer than we thought." The family learned the flight had crashed when they arrived at the airport, an hour after the crash, he said. The congressional opposition had stiffened after reports the Saudi air force did not aid the USS Stark when it was attacked by an Iraqi jet May 17.

The administration insisted the attack, in which 37 U.S. sailors died, was inadvertent and the Saudi response was proper and prompt. Ex-nurse's aide says he killed more than 50 CINCINNATI A former nurse's aide charged in the death of one critically ill man has confessed to killing more than 50 patients at area hospitals, according to a television news report Monday night. WCPO-TV reported sources close to an investigation said Donald Harvey admitted to police investigators he was responsible for more than 50 deaths. The station last week said grand jury testimony was confined to 34 deaths because Harvey could not remember pertinent information about the rest of the alleged victims and because some of the deaths occurred outside Hamilton County.

The sources did not say how many deaths may have occurred outside the county, or where they may have occurred. Harvey, who already faces one murder charge, is expected to face additional charges today, said his lawyer, William P. Whalen. Fire forces 300 to evacuate hotel MIAMI A two-alarm fire in the downtown Omni Hotel forced the evacuation of about 300 people from the high-rise building Monday night, a fire official said. Three people, including one firefighter, were slightly injured, officials said.

The fire broke out in a linen closet on the sixth floor of the 20-story building, and the first call to the Miami Fire Department was made at 7:34 p.m., said Lt. Daniel Pilger, adding blazing linen created heavy smoke. The first truck arrived three minutes later, and the fire was declared under control at 8:15 p.m., he said. Pilger said he had no detailed information on how the fire started at the hotel on Bis-cayneBay. Tim Lanham, another fire department spokesman, said most of the guests were allowed to return to their rooms shortly after the fire was extinguished.

Mary Ann and Orville Ratliff of Santa Ana were among several California residents who were flown to Detroit by the airline after coming to John Wayne Airport in Orange County Sunday night to pick up passengers on Flight 255. The flight originated in Saginaw, and crashed after stopping at Detroit's Metropolitan Airport.

Most of the passengers were headed to Phoenix. About a dozen were ticketed through to California, said airline spokesman Redmond Tyler.
